1

since it was a~thorized by the 1958 Flood Con-
trol Act. This project, as most of you know,
just briefly, is the multiple-purpose reservoir
project which will be located on the purgatoire
River about fOur miles above the city of Trini-
dad. It is designed for flood control, irriga-
tion and recreation and includes storages for
those purposes. The total storage is about
ll4,500 acre-feet. The dam will be approxi-
mately 6700 feet long and about 200 feet high
above streambed. As I said, we have started
and continued our advance planning. We can,
I am glad to say, report satisfactory progress
at this time.

1

There have been a number of problems in
connection with this project; these problems,
however, have not caused us to delay in any
way whatsoever the advance planning for con-
struction. We have been cooperating closely
with the Bureau of Reclamation, the state Water
Board, Fish and wildlife Service, both state
and federal, and local interests, in bringing
this project to conclusion. We hope for a very
successful conclusion. We foresee the way
things are going now and we believe that we
will be in a position to ask for construction
start in fiscal year 1964. We hope to get the
first element of the job underway, which will
be the outlet works, in March, 1964, and have
the job completed by 1968. This, of course,
assumes that the funds will be made available
for a new construction start in 1964; it
assumes that a repayment contract will be
negotiated, consummated with the water users;
it assumes that the city of Trinidad will fur-
nish a cash contribution of about 4~ percent
of the costs allocated to flood control; and I
believe those will be all the items that con-
struction will be contingent upon.

We are advancing, as I say. Everything
is coming along very well. The operating
principles which were mentioned in a previous
report, I believe, are being worked out. I
know that a lot of effort is being given to
