All construction work is principally
completed also on the Collbran Project. Both
the Upper and Lower Molina pcwerplants have been
tested and commercial generation was initiated
from those two plants December l5th. On the
lst of January the irrigation phases of that
project were turned over to the Collbran Con-
servancy District for their operation.

Good progress is being made on the Florida
project. Lemon Dam is more than two-thirds
completed and other features are well ahead
of schedule.

Now moving on to Investigations, taking
up first Advance Planning, all the preconstruc-
tion work on the Silt Project, including drill-
ing at the Rifle Gap Dam, collection of design
data, surveys for land appraisals, and nego-
tiations of repayment contracts, are all in
progress and going along well. The economic
justification report on the addition of Crystal
Dam, the third unit of the Curecanti Project,
was approved by the Secretary of Interior in
December 1962. He certified that in his judg-
ment the benefits of the Crystal Unit will
exceed its cost~ and transmitted the report
to the Bureau of the Budget for advice on the
relationship of the Crystal Unit to the Presi-
dent's program.

Under General Investigations, Reconnais-
sance Investigations, the reconnaissance report
on the Ruedi-western Slope investigation, a
cooperative report with this Board, and also
the Parshall Project status report, ~hould be
released within the next 30 days. We are some-
what behind schedule on the Juniper Project
and that will take just a little bit longer.
Reconnaissance investigations are being con-
tinued on the upper Gunnison Basin project.
That is also a joint project with the State
Water Board here and we expect to complete all
of our work in the Grand Junction office on
this report in the present fiscal year.
