<br />3) Al!enda Item 3.c <br />Floodplain Resolution Number: FPR 01-550 <br />Affected commnnity: City of Rifle <br />Name of study to be acted on: Flood Insurance Rate Map, City of Rifle, Colorado, dated <br />December 28, 1982 - prepared by the Federal Emergency Management Agency. <br />Studied streams: Rifle Creek, Hubbard Gulch, Pioneer Ditch, Warmbroth Creek, Helmer Gulch, <br />Ramsey Gulch, and the Colorado River. <br />Technical issues: The subject map contains mostly detailed and some approximate floodplain <br />delineations within the City of Rifle. This map is an up:date of the previously published 1978 map <br />(resolution number 01-549), and mainly includes rl;lvised corporate limits for the City. However, a <br />more recently published FEMA map has superseded this' information. <br />Community response: Please see community response for agenda item 3.b above. <br />Staff findings: The subject floodplain map for the City of Rifle has been superseded by more <br />current information. The floodplain information was representative of the studied basins in 1982, <br />FEMA later contracted for completion of an updated map that included corporate boundary changes <br />and other teclmical revisions. The most current floodplain information for the City of Rifle was <br />published in January 1986 and was designated and appr~ved by the Board (resolution # 245). <br />Staff recommendation: Staff recommends that the Bqard: 1) Acknowledge and rescind the 100- <br />year floodplain information for the City of RiflfJ as ishown on the 1982 FIRM panel, and 2) <br />authorize staff to prepare a floodplain resolution to be signed by the Director and transmitted to the <br />City of Rifle. <br /> <br />4) Al!enda Item 3.d <br />Floodplain Resolution Number: FPR 01-551 <br />Affected community: La Plata County <br />Name of study to be acted on: Flood Insurance Study, La Plata County, Colorado, dated May 21, <br />2001 - prepared by the Federal Emergency Management Agency. <br />Studied streams: Animas River and numerous tributary streams within the county. <br />Technical issues: This recently published floodplain information supersedes previous versions of <br />the County's Flood Insurance Study. Specifically, new information has been published for the <br />Animas River and Lightner Creek within the county. Moreover, the consulting firm of Montgomery <br />Watson, under contract to the CWCB, has prepared a rj.ew report entitled Hydrology Addendum, La <br />Plata County, Colorado, Unincorporated Areas, datediJuly 2001. <br />Community response: The local floodplain ad1nini$trator was contacted via telephone and he <br />provided verbal consent to proceed with the review and designation process. The County will also <br />mail a designation request letter in the near future. The local floodplain administrator was anxious <br />to have the CWCB perform a technical review of the community's floodplain information. CWCB <br />designation is important to the community to enhance its ability to regulate floodplain areas and <br />meet state statutory requirements. <br />Staff findings: The hydrology addendum provides regulatory information and additional technical <br />information to supplement the May 21,2001 Flood lnsurance Study. New hydrology data (100- <br />year peak flow values) were developed by Montgor):1ery Watson for the approximate (Zone A) <br />floodplains shown on the FEMA map panels. (Detailed 100-year flood hydrology values are <br />required for each stream in order to be in conformance with the CWCB's rules and regulations for <br /> <br />Flood Protection.
