CommWlity officials were also notified of the CWCB's <br />proposed designation action by letter, A meeting was held on July 19, 2001 in the City of Florence <br />to discuss the details of the Oak Creek and Coal Creek floodplain information. Local, state, and <br />federal officials have accepted the Corps' report at this time. <br />Staff findings: CWCB staff has determined that the subject hydrology information is in <br />conformance with the CWCB's rules and regulations for floodplain designation and approval. The <br />hydrologic values are reasonable and representative of the basin. This hydrology is to be used for <br />the floodplain information study that will be published by the Corps of Engineers. <br />Staff recommendation: Staff recommends that the Board: I) designate and approve the 100-year <br />detailed hydrology information for Oak Creek and Coal Creek in Fremont COlmty and the City of <br />Florence, and 2) authorize staff to prepare a floodplain resolution to be signed by the Director and <br />transmitted to the affected commWlities, This action is recommended in order to meet statutory <br />requirements. <br /> <br />2) Al!:enda Item 3.b <br />Floodplain Resolution Number: FPR 01-549 <br />Affected Community: City of Rifle <br />Name of study to be formally acted on: Flood Insurance Rate Map, City of Rifle. Colorado, dated <br />September 1, 1978 - prepared by the Federal Emergency Management Agency. <br />Studied Streams: Rifle Creek, Hubbard Gulch, Pioneer Ditch, Wannbroth Creek, Hehner Gulch, <br />Ramsey Gulch, and the Colorado River. <br />Technical Issues: The subject map contains approximate and detailed floodplain delineations for 5 <br />streams within the City of Rifle, However, a more recently published FEMA map has superseded <br />this information. <br />Community response: CommWlity officials were notified by letter of the CWCB's proposed <br />CWCB action. The City Engineer contacted the CWCB via telephone to discuss the designation <br />process and to ask questions about the floodplain mapping. The City was very receptive to Board <br />action, and transmitted a request letter to the CWCB staff. Staff members from the CWCB and the <br />City of Rifle met on September 12, 2001 to further discuss floodplain issues in the commWlity and <br />to conduct field investigations. <br />Staff findings: The subject floodplain map for the City of Rifle has been superseded by more <br />current information, The floodplain information was representative of the studied basins in 1978. <br />FEMA later contracted for completion of an updated map mainly due to corporate bOWldary <br />changes. The most current floodplain information for the City of Rifle was published in January <br />1986 and was designated and approved by the Board (resolution # 245), <br />Staff recommendation: Staff recommends that the Board: 1) Acknowledge and rescind the 100- <br />year floodplain information for the City of Rifle contained on the 1978 Flood lnsurance Rate Map, <br />and 2) authorize staff to prepare a floodplain resolution to be signed by the Director and transmitted <br />to the City of Rifle. <br /> <br />Flood Protection.
