<br />water surface profiles and floodplain delineations suitable for making land use decisions under <br />statutorily authorized zoning powers. Approximate floodplain information means floodplain <br />information prepared using a significantly reduced level of detail to arrive at a hazard delineation <br />without water surface profiles, CWCB staff performs technical reviews on the following types of <br />reports and maps for approval and designation by the Board: <br /> <br />. "Flood Insurance Study" (FrS), which is produced by the Federal Emergency Management <br />Agency (FEMA) and used for floodplain managem~nt, regulation, and insurance purposes. <br />. "Flood Insurance Rate Map" (FIRM), which is produced by FEMA and used for floodplain <br />management, regulation, and insurance purposes. A FIRM may be published with or without <br />an associated hydrologic and hydraulic report. ' <br />. "Flood Hazard Boundary Map" (FHBM), which, was produced by the Federal Insurance <br />Administration and are used for floodplain management, regulation, and insurance purposes. <br />An FHBM usually depicts approximate floodplai)1 boundaries only, and does not have an <br />accompanying report. Note: For all FHBM desi~ations, the CWCB staff will perform (in- <br />house or by contract with a consultant) hydrolQgic analyses. <br />. "Floodplain Information Reports", which are produced by local governments, state and <br />federal agencies, special districts, or the privl,tte sector, and are used for floodplain <br />management purposes and usually adopted by FEMA for use in Flood Insurance Rate Map <br />revisions. <br />. Various hydrology studies and related floodplain studies (community-wide or site specific) <br />that depict IOO-year floodplain informatiOll that is useful for floodplain management <br />purposes. <br />. "Floodplain Information" is a generic term used t6 describe any of the above types of reports <br />and/or maps in the CWCB's "rules and regulation$..." <br />. "Floodplain Resolution" is a formal document 'prepared by CWCB staff describing the <br />Floodplain Information that is to be designated and approved by the Board. <br /> <br />1) Aeenda Item 3.a <br />Floodplain resolution number: FPR 01-548 <br />Affected communities: Fremont County and the City 6fFlorence <br />I <br />Name of study to be formally acted on: HydrologiciAnalysis. Oak Creek and Coal Creek, dated <br />September 2000 - prepared by the U.S. Army Corps otEngineers, Albuquerque District. <br />Studied streams: The report includes detailed 100+year hydrology (peak discharges) for Oak <br />Creek and Coal Creek in the vicinity of Florence, Colorado located in Fremont County. The two <br />streams are tributary to the Arkansas River. <br />Technical issues: Oak Creek and Coal Creek are rell,ttively large watersheds within the Arkansas <br />River basin, and have been the source of historic floodjng problems Florence and surrounding areas <br />of unincorporated Fremont County. Previous engineering studies have identified the 100-year flood <br />hazard areas for portions of Oak Creek and Coal Crebk, and now the Corps has completed a new <br />analysis. Site visits, meetings, and technical reviews have been conducted by the CWCB, FEMA, <br />Corps, and local officials regarding the subject study. There appear to be no major technical <br />problems or issues with the study results and the report. <br />Community response: Florence officials reques~ed new floodplain information for their <br />community and received assistance from the Corps of Engineers and CWCB.
