CWCB staffhas determined that the subject floodplain information for La <br />Plata County is in conformance with the CWCB's rules and regulations for floodplain designation <br />and approval. <br />Staff recommendation: Staff recommends that the Board: 1) Designate and approve the lOO-year <br />detailed and approximate floodplain information in the subject report for La Plata County, 2) <br />authorize staffto complete a "hydrology addendum" that provides technical backup information for <br />La Plata County, and 3) authorize staff to prepare a floodplain resolution to be signed by the <br />Director and transmitted to La Plata County. This action is recommended in order to meet statutory <br />requirements. <br /> <br />5) Ae:enda Item 3.e <br />Floodplain Resolution Number: FPR 01-553 <br />Affected community: Town of Silver Plume <br />Name of study to be acted on: Flood Insurance Study, Town of Silver Plume, Colorado, dated <br />June 6, 2001 - prepared by the Federal Emergency Management Agency. <br />Studied streams: Clear Creek <br />Technical issues: This recently published floodplain information supersedes previous versions of <br />the Town's Flood Insurance Study. Specifically, new information has been published for the entire <br />reach of upper Clear Creek within the Town that was prepared by the U.S. Army Corps of <br />Engineers, Omaha District and the CWCB. FEMA was then provided with the technical <br />information for inclusion in the FIS revision. CWCB staff understands that there is an outstanding <br />technical issue regarding newer bridge crossings over Clear Creek that may not have been properly <br />accounted for during the course of the study. This issue is under investigation. <br />Community response: Community officials were notified by letter of the CWCB's proposed <br />CWCB action. The local floodplain administrator was contacted via voicemail, and CWCB staff <br />previously attended a final meeting along with Town staff and FEMA. The community is not <br />entirely satisfied with the results of the study because additional floodplain areas have been <br />included on the new floodplain map that were not shown on the old one. The local floodplain <br />administrator is also anxious to resolve issues related to new bridges that were not necessarily <br />accounted for by the Corps in the hydraulic models. The community generally supports the CWCB <br />designation process and is appreciative ofCWCB technical assistance, <br />Staff findings: The new hydrology data for the Silver Plume PIS was generated by CWCB staff <br />and provided to the Corps of Engineers for use on the PIS revision. CWCB staff has determined <br />that the methods and means for producing the new floodplain study information in Silver Plume is <br />in conformance with the CWCB's rules and regulations for floodplain designation and approval. <br />Minor technical revisions to the hydraulic model may be necessary to reflect proper bridge <br />geometry in one or more locations. Staff is requesting Board approval of the 100-year floodplain <br />information subject to any necessary revisions as discussed above. <br />Staff recommendation: Staff recommends that the Board: 1) Designate and approve the lOO-year <br />detailed and approximate floodplain information in the Silver Plume FIS subject to any revisions <br />that may be requested by the community and completed by the Corps of Engineers, and 2) authorize <br />staff to prepare a floodplain resolution to be signed by the Director and transmitted to the Town of <br />Silver Plume.
