11<::0

vicinity of 55% to 70% that of Colorado
it becomes apparent that New Mexico re-
gards more seriously the legal problems
involved in the development and admin-
istration of water.

I

The problem which faces the Board
at the present time i$ the submission of
the budget for the forthcoming year.
The Director, and related agencies, have
not yet had an opportunity to fully ex-
plore requirements which will exist when
and if an expanded program is instituted.
Yet, the failure to seek and obtain ade-
quate appropriations to carryon an ex-
panded program, which must be initiated
at this time, if it is to be done, will
mean that an expanded program will not be
possible until the first of July, 1960.
Hence, it is recommended that the Board
request substantial increases in the
budget for the employment of additional
technical personnel for the fiscal year
commencing July 1, 1959, advising the
Budget Office that detailed requests and
justification will be submitted as soon
as the mechanical work involved has been
completed and submitted to the Board for
its consideration."

MR. SPARKS:

"I think not at this time, Bill. We
will have to immediately do some detailed
planning on this thing and see what is
going to be available. If we get a sup-
plemental appropriation that can be thrown
in at a later date."
