<br />11<::0 <br /> <br />vicinity of 55% to 70% that of Colorado <br />it becomes apparent that New Mexico re- <br />gards more seriously the legal problems <br />involved in the development and admin- <br />istration of water. <br /> <br />I <br /> <br />The problem which faces the Board <br />at the present time i$ the submission of <br />the budget for the forthcoming year. <br />The Director, and related agencies, have <br />not yet had an opportunity to fully ex- <br />plore requirements which will exist when <br />and if an expanded program is instituted. <br />Yet, the failure to seek and obtain ade- <br />quate appropriations to carryon an ex- <br />panded program, which must be initiated <br />at this time, if it is to be done, will <br />mean that an expanded program will not be <br />possible until the first of July, 1960. <br />Hence, it is recommended that the Board <br />request substantial increases in the <br />budget for the employment of additional <br />technical personnel for the fiscal year <br />commencing July 1, 1959, advising the <br />Budget Office that detailed requests and <br />justification will be submitted as soon <br />as the mechanical work involved has been <br />completed and submitted to the Board for <br />its consideration." <br /> <br />MR.
