illo I next fiscal year, starting July 1, 1959 but for planning purposes, if we are to have two additional people, I must have them in the budget which must be submit- ted thi's week. I,have included in our budget funds for two additional people under grade 19 and grade 14 or somewhere along there, under which grades I thought we could secure people who are already highly trained. The actual positions as such would not go into operation until July 1, 1959 so we would have until that time to firm up the actual use of these two additional people. Now I don't know that they have to be engineers either. My thinking is not definite on that point but certainly the projects man, that is the Western Slope man, should and must be an engineer be- cause he must review our projects, but the other person, I am not so sure.# MR. MILLER: "Mr. Chairman I heartily endorse Mr. Peterson's idea that we should have some- one over on the Western Slope that will do this work. I would also like to say that we need somebody to do some of the work on the Eastern Slope. If it is going to take three men instead of two, 1 would like to make that proposal at the present time. I have had the privilege, at Governor McNichols' request, and for this Board, to attend the Missouri Basin Inter-Agency Com- mittee on three occasions. That Missouri Basin project is something like 10 billion dollars. The State-of Colorado has approxi- mately 12% of the area and about the same percentage in population and on the board, including two or three projects that have already been approved, nothing's been done about it. Even including the money that is estimated for loans, we are due for about l~% of the money to be spent. ,Now in addition to that we all know about the Colorado River Basin fund 'that is to be created by power. We have the same thing on the Missouri but actually projects in other states are being con- structed by the Bureau of Reclamation, 85% I
