<br />-1114 <br /> <br />they could save a great deal of money <br />if the State of Colorado had someone in <br />a particular area to tell them what to <br />work on to begin with. <br /> <br />Now what has happened is that <br />Region 4 has had to strip personnel from I <br />other areas because, as you will note <br />from one of the memorandums that I sent <br />out, approximately one-third of the Bur- <br />eau of Reclamation budget for this year <br />is for Region 4 which meant that they had <br />to get personnel from other regions. An <br />engineer would come in from another region <br />say to the Gunnison area, never having been <br />there before in his life, knows nothing or <br />little or nothing about it. The Department <br />of Agriculture will send a man up from <br />Albuquerque to make the agricultural sur- <br />vey. They spend two or three months there, <br />they make a report which mayor may not <br />be accurate. Very often they are unrealis- <br />tic as far as the economy of that area is <br />concerned. That's our problem with some <br />of these unfeasible reports. We' don't be- <br />lieve that they accurately reflect the <br />economic conditions of that area. So if <br />we are to proceed and get the projects <br />built now in planning, I think it is imper- <br />ative that we have somebody familiar with <br />those areas who can work with the Bureau <br />as those investigations progress. We don't <br />get these projects built until a feasible <br />report is rendered by both the Department <br />of Agriculture and the Department of the <br />Interior." <br /> <br />MR.NELSON: <br /> <br />"What action should be taken toward <br />that end?" <br /> <br />"I think this.
