Saunders as special legal con- <br />sultants for the purpose of analysing and <br />recommending to your Board the position <br />which Colorado should take in regard to <br />the Glen Canyon problem. <br /> <br />I <br /> <br />After conference with Governor McNichols <br />and the Colorado member of the Upper Basin <br />Commission, Ed. C. Johnson, it was concluded <br />that the special legal committee should be <br />composed of John Barnard, Sr., Glenn G. <br />Saunders and Frank Delaney. Earlier in this <br />meeting your Director recommended the approval <br />of the legal committee and the special legal <br />study which has been proposed. Your action <br />in approving the drafting of contracts with <br />the attorneys named is, indeed, gratifying <br />to the Commission. <br /> <br />Director Sparks has also reported to <br />you that later in this meeting, you will be <br />given the opportunity to consider a policy <br />statement to be'recommended by the Board to <br />Colorado's Commissioner on the Upper Basin <br />Commission. The statement was drafted by' <br />the special legal committee and was reviewed <br />and redrafted by the Water Investigation <br />Commission at its meeting yesterday, Septem- <br />ber 16, 1958. We hope, of course, that this <br />policy statement .will meet with your approval <br />and that you may so indicate by official ac- <br />tion of the Board. <br /> <br />I <br /> <br />~ A few moments ago you approved the ap- <br />propriation and expenditure of $15,000.00 <br />for special legal and engineering studies <br />from funds prpvided for that purpose. In <br />this connection, the Investigation Commis- <br />sion would like to recommend to the Board <br />that your Director be authorized to deter- <br />mine, and thereafter utilize, the most econom- <br />ical means of obtaining IBM computor analyses <br />of the Glen Canyon Reservoir operation. The <br />machine computation offers a means of making <br />innumerable computations based upon, (1) <br />criteria adopted by the Department of Inter- <br />ior; (2) criteria utilized by the Lower Basin <br />States; and (3) criteria adopted after basic <br />data have been developed by the members of <br />your own staff. In this regard, the Commis- <br />sion has asked Mr. Charles C. Fisk of the <br />Denver Water Board and Dr. Morris Garnsey <br />
