MR. W. M. WILLIAMS: "Mr. Chairman, why wouldn't it be
appropriate to incorporate our action
into a resolution pointing out that Colo-
rado is the biggest contributor and so on
and so forth, and therefor we deserve an
explanation."

MR. SPARKS:

"It is not only the biggest contribu-
tor but we have the biggest stake in
western Colorado under Public Law 485."

MR. PETERSON:

"If that is agreeable, the sending of
a resolution to our Commissioner, I will
withdraw my motion."

MR.NELSON:
MR. BURR:

"I second the withdrawal."

"I move that a resolution be sent to
Colorado's Commissioner on the Upper Colorado
River Commission requesting that action be
deferred on the proposed amendment to the
By-Laws until an explanation has been given
to this Board on this amendment."

MR. NELSON:
MR. SPARKS:

"I second the motion."

"It has been moved and seconded that
a resolution be sent to our Commissioner
on the Upper Colorado River Commission
asking that action be deferred on the pro-
posed amendment to the By-Laws until an
explanation has been sent to this Board.
All those in favor signify by saying 'aye';
opposed the same."

The motion'was unanimously passed.

MR. SPARKS:

"I am going to change the agenda a
little bit and have the report of the
Water Investigation Commission now. Mr.
Barkley is to make that I believe."

"Problems relating to Colorado's
position in regard to the filling of Glen
Canyon Reservoir were given detailed con-
sideration by the Commission at its meet-
ing on August 25, 1958. Under date of
August 26, 1958, the Commission forwarded
a letter to your Director setting forth
the recommendations of the Commission.
By official action the Commission recom-
mended the employment of John Barnard, Sr.,
