1098

the first year, colunm 10 can be mater-
ially cut because of the increase of the
power head on Lake Mead.

It merely points out one of our
quarrels. Our other quarrel, if you will
notice c01unm 7 and look at the releases I
from Glen Canyon, our contention is that
all those releases under colunm 7 exceed
the amount needed to be released under the
Colorado River Compact.

In the report in the memorandum, r
pointed out that Mr. Taylor had told me
. that firm power was being produced at the
buss bar at the Hoover Dam power station
at a cost varying from 2-1/4 to 3 mills.
Secondary power was being produced and
marketed or sold at the buss bar at 1/2
mill. Now that is much cheaper power
than we are used to any where in these
Upper Basin States and secondary power
had always been generated at Lake Mead,
with the exception of about two years,
during its entire history."

Questions regarding this table by Board members
were answered by Mr. Sparks.

MR. SPARKS:

"Now we also quarrel with colunm 9,
'The Amount of Releases for Downstream
Uses' - that is your domestic and agri-
cultural use and in figures that we can
discover to this date, there, is no such
amount of use downstream."

Further discussion was held on this table, with
explanations being given by Mr. Sparks. He stated that the
criteria we hoped to work out will fit the entire Colorado
River, not merely Glen Canyon, including what we have to
release at Lee Ferry. Based upon whatever we, have to re-
lease at Lee Ferry, the balance will be used, whatever it
may be, to fill the upstream reservoirs.

MR. SPARKS:

"Yes."

I

MR. MILLER:

"Mr. Chairman, is there any inflow
between Glen Canyon and Lake Mead?"
