1097

memorandum of September 12th and explained same to the Board.
(See Appendix Aiii).

MR . SPARKS:
I MR. NELSON:
MR. SPARKS:
MR. NELSON:
MR. SPARKS:

"This is a table of the expected opera-
tion of Glen Canyon."

"Whose figures are these?"

"These are Bureau figures."

"From the hydrologic bases?"

"Right. Now this is a revised table
published by the Bureau on the expected
operation of Glen Canyon during the fill-
ing period. This was the table which I .
sent out originally to you, and then we
had our engineering staff project that
table showing the operation of Lake Mead
during the same period. You will notice we
added four columns showing the operation
of Lake Mead.

Now the reason we did that, we thought
it was significant to see at one glance the
operation of Glen Canyon in connection with
Lake Mead. You will immediately run into
some very significant figures, particularly
in the first line, 1961. If you look under
column 11, you will find that the Bureau anti-
cipates a spill of 3.1 million feet from
Lake Mead in the year 1961. Now that points
up an immediate quarrel which we have with
the Bureau figures. Why should they spill
3.1 million feet when you see that the
active content of Lake Mead at the end of
that year is only 20 million feet? If
they did not spill that amount they would
have 23 million feet which consequently
would cut every figure materially on the
total releases under column 12 for every
year thereafter.

I

Now the reason is, if you will notice
in column 10 which says 'Additional for
Firm Energy' that's the amount of water
that is being released from Glen Canyon
to make up firm energy only, not for domes-
tic or agriculture or any other use. It's
a wasted use. It's water which will run
on down into the Gulf of Mexico. So by
storing that additional 3 million feet in
