I hepe that <br />the other four states feel the same way <br />that we de abeut this se that Celorade will <br />net have toO stand the entire brunt ef this <br />centinuing battle expense, because it is <br />going toO be a centinuing battle, I think." <br /> <br />I <br /> <br />Mr. Sparks called attentien toO the memerandum sent <br />out which included a statement by the State ef Utah (see <br />Appendix Aii). This was a temperary memerandum prepared by <br />the .state ef Utah on seme ef the legal preblems invelved. He <br />stated the .other states were werking en this actively and that <br />they are spending a geod deal ef meney en it. We are trying toO <br />fermulate the pesitien ef the four states, but that Celerade <br />was geing to goO ahead with its ewn pesitien and if it ceuld be <br />adepted by the ether Upper Basin States that.is what we want, <br />ef ceurse. At the present time, Mr. Sparks said, the States <br />of Celerado and Utah have done the bulk ef the ceeperative <br />work. <br /> <br />Mr.Christy said that in connection with the discus- <br />sion ef the work ahead for both the legal and engineering com- <br />mittees, he had made a statement which he thoug~met with almost <br />unanimeus ~pproval at a meeting held the day before - that <br />there has to be a positien made based upon an agreement, by a <br />meeting ef minds, toO stand by the Compact as written. He said <br />that he had a fear that if we open, er try to preve, a peint <br />by the minutes, we will possibly open a Pandora's bex fer the <br />eppositionwhich will epen or raise more objectiens toO our <br />pesition - that this same thing had been experienced in the <br />past in connection with other cempacts. <br /> <br />General discussion was held on if, by going back <br />through the minutes, Mr. Christy's fear might be realized. I <br />Mr. Sparks stated the purpose of going back threugh the min- <br />utes was solely toO substantiate what the Cempact states, so <br />that in preparing this statement of policy they could hold <br />right to the terms of the Cempact without epening up even one <br />point for the eppositien. <br /> <br />Mr. Sparks called attentien to Appendix B to the <br />
