SPARKS: <br /> <br />"They plan to adopt a policy statement <br />that would apply to the overall operation <br />of the River." <br /> <br />"Will that be ready by next week?" <br /> <br />"Yes." <br /> <br />"Won't it have to finally be decided in <br />court what the Compact does or does not say?" <br /> <br />"Yes. That is what we are preparing for. <br />That is the purpose of going at this thing <br />as strongly as we can now. We are not merely <br />looking at Glen Canyon, but also the overall <br />picture." <br /> <br />In the discussion that followed, Mr. Peterson asked <br />if it could be assumed that Arizona would go as a Lower Basin <br />State and Mr. Sparks replied that Arizona's position could not <br />be defined with any certainty due to a telegram recently re- <br />ceived from the Governor of Arizona by Governor McNichols in <br />which he expressed some sympathy with the position of the Upper <br />Basin States. <br /> <br />When asked if the people who had been requested to <br />work on this legal committee were primarily those recommended <br />by Governor Johnson from his experience in working on the Colo- <br />rado River Compact, Mr. Sparks said that Mr. Barnard, Sr. Mr. <br />Saunders and Mr. Delaney have all had a great deal of experience <br />in work on the Colorado River. <br /> <br />MR. SPARKS: <br /> <br />"I would like to call your attention <br />to the memorandum under date of September <br />12th, copy of which is in your folders, in <br />which I made a recommendation that the <br />total sum of $15,000 be appropriated for <br />the Glen Canyon study. This will include <br />the $1,000 previously appropriated by the <br />Board. (See Appendix Aiii). <br /> <br />You will note this includes $10,000 <br />for legal services and $5,000 for miscel- <br />laneous. That miscellaneous is primarily <br />the travel expense and other miscellaneous <br />expense that may be incurred. Mr. Kuiper <br />and Mr. Gildersleeve particularly will do <br />a great deal of traveling in meeting with <br />the engineers from the other states. The <br />legal committee, if appointed, would also <br />be involved in some travel. <br /> <br />I <br />
