Mr. Delaney and Mr. Barnard, Sr. <br />have been hired on a consulting basis and <br />were present, together with Mr. Glenn <br />Saunders, Mr. Hamburg, Mr. Moses and my- <br />self . <br /> <br />At that time we attempted to work out <br />a statement that Governor Johnson could <br />give at the meeting of the Upper Colorado <br />River Commission to be held in Santa Fe on <br />September 23rd and 24th. It is now in the <br />process of being mimeographed and will be <br />available for distribution before this <br />meeting adjourns. I might state here that <br />Governor Johnson was the moving force behind <br />the drafting of this policy statement. <br /> <br />I <br /> <br />We find we now have some disagreement <br />between the members of the Upper Colorado <br />River Commission legal committee and our <br />own legal committee. <br /> <br />I think the two memorandums are <br />fairly self~explanatory and that the mat- <br />ter should be open for discussion at this <br />time." <br /> <br />"We will have a report from the legal <br />committee of the Upper Colorado River Com- <br />mission, won't we?" <br /> <br />"Yes. These differences were of a <br />minor nature. The question is whether or <br />not .subdivision 'd' of the Colorado River <br />Compact qualified 'c'; that is, is there <br />a firm commitment of 7,500,000 acre feet <br />or is it qualified by 'reasonable domes- <br />tic and agricultural use'? <br /> <br />It will take approximately six months <br />to complete the legal study of the Colorado <br />River Compact which is necessary. <br /> <br />There is now an active engineering <br />committee working with the Upper Colorado <br />River engineering staff. Mr. Kuiper and <br />Mr. Gildersleeve are our representatives <br />on that committee. Engineering criteria <br />must be based upon what we consider our <br />legal rights and obligations at Lee Ferry." <br /> <br />I <br /> <br />"What is the Commission planning to do <br />regarding this?" <br />
