be my representative at the meeting of the Colorado Water Con-
servation Board to be held in Denver, Colorado, on the 17th day
of Sept. 1958, and grant him the full power to vote on any mat-
ter which may be presented, and to perform any act which I might
do if personally present; and I hereby ratify and confirm any-
thing he may do in the premises.

In witness whereof, I have hereunto set my hand this

The first item on the agenda is the
minutes of the meeting of July 30, 1958.
Are there any corrections or additions to
those minutes? If not, may we have a
motion that they be approved."

"It has been moved and seconded that
the minutes of the meeting of July 30th,
1958, be approved. All those'in favor say
'aye'; opposed 'no'."

The motion was unanimously passed.

MR. SPARKS:

"The next item on the agenda is the
proposed filling of Glen Canyon Reservoir.
Some three weeks ago a memorandum went out
to the Board members and the Water Inves-
tigation Commission members, copy of which
you will find in your folders. (Appendix
Ai). Under a memorandum which went out
last week, there was an addition to that
first memorandum concerning a legal com-
mittee and certain recommendations contained
therein. (Appendix Aii).

This legal committee has met on two
different occasions, the last time being
