"Then is it our position that column 9
should actually be 7t million less whatever
the inflow is between Glen Canyon and Lake
Mead?"

"The Compact says 7,500,000 feet every
ten years at Lee Ferry. Our position is, that
7,500,000 feet is not appropriated to the
Lower Basin States, but that that is available
for Lower Basin use plus the Mexican commit-
ment, adding on top of that all inflow below
Lee Ferry which must be counted in for the
Mexican Treaty and the 7,500,000 feet actually
apportioned for beneficial use in the Lower
Basin.' In other words, the 7,500,000 feet
is not necessarily Lower Basin water, but
water which will be available to them
and also available to the Mexican Treaty.
You must add to that the water which is
available from the lower tributaries.
7,500,000 feet 'plus the lower tributaries
is the total amount then available for con-
sumptive use by the Lower Basin and the Mexi-
can Treaty before we have to deliver any
further water to satisfy the terms of the
Mexican Treaty.

Gentlemen, I think we should get back
to the specific recommendation on this legal
committee. This recommendation was that
$15,000 be appropriated for this Glen Canyon
study, and in my opinion that will probably
be sufficient to complete the study insofar
as it is immediately needed."

"It is to be used in this fiscal year,
before June 30, 1959."
