Our position is, that <br />7,500,000 feet is not appropriated to the <br />Lower Basin States, but that that is available <br />for Lower Basin use plus the Mexican commit- <br />ment, adding on top of that all inflow below <br />Lee Ferry which must be counted in for the <br />Mexican Treaty and the 7,500,000 feet actually <br />apportioned for beneficial use in the Lower <br />Basin.' In other words, the 7,500,000 feet <br />is not necessarily Lower Basin water, but <br />water which will be available to them <br />and also available to the Mexican Treaty. <br />You must add to that the water which is <br />available from the lower tributaries. <br />7,500,000 feet 'plus the lower tributaries <br />is the total amount then available for con- <br />sumptive use by the Lower Basin and the Mexi- <br />can Treaty before we have to deliver any <br />further water to satisfy the terms of the <br />Mexican Treaty. <br /> <br />Gentlemen, I think we should get back <br />to the specific recommendation on this legal <br />committee. This recommendation was that <br />$15,000 be appropriated for this Glen Canyon <br />study, and in my opinion that will probably <br />be sufficient to complete the study insofar <br />as it is immediately needed." <br /> <br />"Is that to be used within a specific <br />time?" <br /> <br />"It is to be used in this fiscal year, <br />before June 30, 1959." <br /> <br />"I move that $15,000 be appropriated <br />for this Glen Canyon study." <br /> <br />"I second the motion." <br /> <br />"It.has been moved and seconded that <br />the sum of $15,000 which includes the $1,000 <br />already appropriated, be appropriated for <br />this Glen Canyon study." <br />
