lZ4U

GOV. McNICHOLS:

MR. SPARKS:

MR. NELSON:

"That was one of our objectives along
with the Water Congress idea that there
would be representation from other areas
in the state to work on the marshalling
of these facts so that they could be
accepted. I don't think we ought to pass
up the opportunity to have that done on
each one of these reports that are made so
that when we get something we will have
basic information that has substance."

I

"The actual purpose here was for a
pilot study only, to work out the ways in
which these studies could be made. We have
to know for instance, how much water is going
to be available from the San Juan Basin to
fulfill our commitments at Lee Ferry. That
has a direct effect upon the projects we can
build, let's say, up around Granby or any-
where else. They all directly'relate to how
much water is available to the main stem of
the Colorado which will permit development
in the San Juan.

Those problems we have to answer and
we' have to answer them quickly because, as
I say, the time is coming when we are going
to have competition on the Western Slope
itself for water. This Board will have to
determine from a fairly comprehensive view
of where the priority should exist on the
Western Slope as well as any transmountain
diversions. All the help we can get on this
pilot survey we are going to need and that
was certainly our intent. I informed the
Investigation Commission of this problem a
month or so ago and there is really no one
man, we couldn't complete this thing for
$6,000 if we did not have the Board's engin-
eers and these other engineers on a consult-
ing basis. Those are staggering jobs. We
think of the San Juan as a small basin but
the fact is it is larger than a good many
states so we are dealing with a lot of
territory and quite a bit of water."

I

"1 would like to ask a question - by
the San Juan Basin do you mean also the
Dolores and the San Miguel?"
