MR. STAPLETON:

I

MR. BARNARD ,JR. :
GOV. McNICHOlS:

I

MR. L. WILLIAMS:

~~v;;J

"I have so much faith in the Investi-
gation Commission getting some ground rules
for this report and other action that will
eliminate any friction that could otherwise
develop in the report that didn't have this
careful understanding of our top technical
and legal advisers that I am very anxious
that this Commission be thoroughly familiar
with anything we want to do and make their
recommendations before we actually sign the
contracts or expend the money. In that way
I think we would avoid a great deal of con-
troversy.

That is the purpose of your motion is
it not 7'

"Yes sir."
,

"Now this Hill report - that was
supposed to be a report - I was in the
Senate at the time when Glenn and these
people came down and asked for the money to
make the report, which was supposed to be a
report to end all reports, on water avail-
ability. Then after that report was done
apparently it didn't have general acceptance
as being correct and all that sort of thing.
Perhaps specific area matters about which you
speak Larry, weren't detailed in that respect
and perhaps that was the source of the con-
troversy over the Hill report.

I think it is worthwhile to spend the
money to get the kind of people who would
work on it, not only from that area but other
areas where it would be given general accept-
ance, so they can't say that is a report
strictly prepared for the San Juan Basin and
designed to primarily benefit their interests.
This has got to be objective and it has to
have acceptance when it is done or we are
wasting our time. I think it is worth while
to get enough consulting people to go over
the facts and see that the information is
correct so that it will have general accept-
ance."

"We will need, with the New Mexico argu-
ment over the San Juan-Chama and the amount
of water we've got down there, to have all
this information anyway."
