that Larry is talking about, the fundamental
theories which you are going to use in the
survey and also to sit in on the final report I
and make their objections at that time in the
hopes that when the report is finally made it
will have substantial agreement from the
entities who are interested in the Colorado
River.

I will say this also, Mr. Barkley advises
me that because of the fact the initial phases
of the Commission's work are being worked on,
they haven't met recently because they haven't
had anything to do until they start getting
those reports and I am sure Mr. Barkley would
be happy to get the Commission together as soon
as possible to look. into this thing and go to
work on this particular problem.

MR. SPARKS:

I might also add that we have also had Phil
Smith and Mr. Williams, Bureau Engineer.from
Durango, working with Mr. Gildersleeve and Mr.
lex on what has been done on the San Juan-Chama
so far which is not as complete as what we have
in mind here but it would form a good basis for
initiating this survey.

I would move that the matter be submitted
to the Investigation Commission to work out a
plan for the survey and that the Director be
authorized to expend such money as he deems
necessary up to $6,000 to carry out that work."

"That was submitted to the Commission al-
ready. I informed them that I would like the
Commission to take up what they consider nec-
essary. At the present time we have no idea
of what the criteria should be, but certain
work can be accomplished now. Charlies, what
was done on that? I wrote the letter to the
Commission at one time."
