<br />Ann Ritters, a Dolores resident and trustee, testified that almost the entire Town of <br />Dolores is in the l00-year floodplain of the Dolores River and the high cost of flood <br />insurance. Scott Ballard, Corps of Engineers, spoke on the source of federal funds for <br />the study which must be completed by the end of September. There was consensus <br />to table Item 23b, Aoodplain Resolution No. 92-323, until the September meeting. <br /> <br />e <br /> <br />23f. Floodplain Management Issues - Policy Statement for Communities Performing their <br />Floodplain Information Technical Reviews Pursuant to the Board's "Rules and <br />Regulations No. 2CCR 408-1"* (12:00 - 12:12 p.m) <br /> <br />Larry Lang, CWCB staff, reviewed alternatives to reduce the backlog of floodplain <br />studies that need CWCB designation. Lang suggested local governments perform the <br />review themselves or hire a consultant at their own expense to perform the review. <br />Jackson and Smith raised policy questions about a potential conflict of interest, the <br />qualifications of the reviewers, and the degree and nature of the oversight by CWCB <br />staff. Harrison announced his recusal on the matter. Simpson commented about a <br />similar situation with the design review of dams. A motion was made by Eisel and <br />seconded by Smith to move the staff recommendation. The motion passed by <br />llmm;mous (8-0) decision with one abstention. <br /> <br />21. Black Canyon National Monument - Reserved Water Right Contract <br />(12:13 - 12:27 p.m.) "" '". in "c" ~". <br /> <br />e <br /> <br />Gene Jencsok presented a brief status report on the Black Canyon National <br />Monument reserved water right contract negotiations, public meetings, and scoping <br />meetings. Questions were asked by Wright, Duncan, Martineau, Sheftel, Eisel, and <br />Smith. No action was taken. <br /> <br />24. Public Comments on Matters to be Discussed in Executive Session (12:27 - 12:29 p.m.) <br /> <br />Jennifer Gimbel, AG's staff, reported on the status of the federal motion for Summary <br />Judgement in the .An;ma~ La Plata case and stated it was not necessary for the Board <br />to go into executive session during lunch.
