<br />e <br /> <br />e <br /> <br />e <br /> <br />Call to Order (11:33 a.m.) <br /> <br />Chairman Martineau called the meeting back to order at 11:33 a.m. and there was a <br />quorum. Present were Harrison, Smith, Jackson, Martineau, Sheftel, Eisel, Wright, <br />Meyring, Simpson, and Duncan. Peter Evans, DNR, represented Ken Salazar, and <br />Jennifer Gimbel, AG's office, represented Gale Norton. Absent were Lochhead and <br />Olson. <br /> <br />19b. Endangered Fish Recovery Program, Ruedi Reservoir MOA* (11:34 - 11:53 a.m.) <br /> <br />Gene' Jencsok, CWCB staff, discussed a proposed Memorandum of Agreement <br />between the Bureau of Reclamation, the U.S. Fish and Wildlife Service, and the <br />CWCB regarding releases from Ruedi Reservoir for endangered fish purposes. John <br />Hamill of the Fish and Wildlife Service and Mark Fuller of the Ruedi Water and <br />Power Authority spoke in favor of the staff recommendation. Additional comments <br />on the proposed MOA were made by Jack Garner of the Bureau. Questions were <br />asked by Wright and Jackson. A motion was made by Jackson and seconded by <br />Harrison to approve the staff recommendation including the following additions: 1) <br />provisions for the Bureau to make a reasonable effort to meet 95,000 cfs by September <br />1 and 85,000 cfs by October 1, 2) to meet to resolve the issues to make annual <br />renewal easier, 3) to keep the maximum flow in the Fryingpan to about 250 cfs, and <br />5) for the Bureau and the Service to prepare annual reports on the operation. <br />Discussion followed by Smith, Jackson, Simpson, and Sheftel. The motion passed by <br />an 8 to 1 decision. <br /> <br />23acd. Floodplain Management Issues; Floodplain Resolutions No. 92-322, 92-324, <br />and 92-325* (11:53 a.m. - 11:55 p.m.) <br /> <br />Larry Lang, CWCB staff, introduced Floodplain Resolutions No. 92-322, 92-324, and <br />92-325 to designate and approve revised floodplain information at Durango, Pagosa <br />Springs, and Cripple Creek. Lang also commented on the impact of casino <br />development at Cripple Creek. A motion was made by Harrison and seconded by <br />Wright to approve the three resolutions. The motion passed by nnanimous (8-0) <br />decision. <br /> <br />23be. Floodplain Management Issues; Flood Control System for Dolores, Colorado,. <br />and Floodplain Resolution 92-323* (11:55 a.m. - 12:00 noon) <br /> <br />Larry Lang, CWCB staff, described a proposed study by the Corps of Engineers under <br />their Section 22 program in co-operation with the CWCB staff. The study will <br />evaluate the effect of the recently completed levees adjacent to and upstream of <br />McPhee Reservoir and a substantial amount of fill placed in Dolores Park at the <br />downstream end of town. The levees and the fill for the park have made it even more <br />difficult for floodwaters in the town to return to the channel and/or the new reservoir. <br /> <br />July 1992 Meeting, page 9 <br />
