<br />is conunitting to do though is to say that it <br />will go to the voters with a referendum <br />assuming positive answers to these questions. <br /> <br />I <br /> <br />The first question is, the Council needs the <br />conceptual approval of either the Bureau of <br />Outdoor Recreation or the Department of Housing <br />and Urban Development to proceed with the local <br />matching share. We have not yet had the opportun- <br />ity to contact formally representatives of those <br />agencies. We have only discussed the matter with <br />them in a conceptual way. What we are asking <br />them is specific approval saying, 'If you come <br />to us when the City of Littleton will come to the <br />Bureau of Outdoor Recreation, for example, and <br />ask for a specific sum of money - conceptually <br />will approve that specific sum of money.' <br /> <br />Second, the proposal requires the concurrence <br />of the corps of Engineers. As indicated in a <br />letter to Mr. Sparks, the Omaha office of the <br />Corps of ~ngineers is actively restudying this <br />project now. All we are asking is that they <br />consider our alternatives and tell us in con- <br />ceptual terms whether they feel that it is a <br />reasonable alternative and one which could be <br />sold to the higher channels of the Corps. <br /> <br />I <br /> <br />The third point is, to drastically change the <br />authorization of the Corps of ~ngineers will <br />reqUire Congressional action. The City has made <br />contact with Congressman Don Brotzman who said <br />that he would 'feel out' members of Congress as <br />to the political practicality of changing the <br />Corps authorization. 'We don't expect that <br />Congressman Brotzman can say, 'Yes, this is going <br />to go or it is not going to go,' but given a <br />reasonable period of time he can give the City <br />some reasonable assurance that Congress would <br />look favorably on a proposal of this kind. We <br />are asking for time so that the Congressman can <br />give us that kind of assurance. <br /> <br />'- <br /> <br />The fourth point is, that the City will need <br />the continued support of the Colorado Water <br />Conservation Board and the State Legislature.
