We are not asking the Corps of <br />Engineers to spend any more than it was orig- <br />inally authorized to spend. but we are asking <br />that those monies be spent in a different way <br />to acquire the total flood plain. What the <br />City is then committing to do is to say. 'We'll <br />pick up the balance of the local bill which is <br />combined with the Bureau of Outdoor Recreation <br />and HUn and we'll agree to pay that cost. So <br />that there will be no additional expense to' the <br />state or federal gover~ments. we'll pick up the <br />balance of it.' <br /> <br />Now specifically. the City of Littleton <br />requests that the Colorado Hater Conservation <br />Board and the Army CODpS of Engineers delay any <br />ac~ion on the propos~d channelization project <br />until a number of questions can be answered. <br />The City Council is aware that the proposal ~ill <br />require voter approval in some fashion or another <br />by the City of Littleton. To that end. the City <br />has appointed an environmental task force which <br />we have asked to secure voter opinion as ~o <br />whether this is a feasible alternative. That <br />task force has not yet, issued a final report, <br />but a preliminary draft would be requested again <br />because of the urgency of this meeting. They <br />have completed th~ir deliberations. but we asked <br />for a preliminary draft. That prelimin~ry indica- <br />tion was that the task force believes t~e Council <br />position is sound and would in fact be supported <br />by the voters of the community. I should also <br />add that the Littleton Chamber of Commerce has <br />called a public hearing on this specific topic <br />to be held September first and second. The pur- <br />pose of that hearing will be to assist the <br />Chamber of Commerce in forming their opinions so <br />that it can make recommendations to the city and <br />the appropriate governmental entities. <br /> <br />In summary. the City Council cannot proceed <br />to go through the vote of the people until it <br />has all the answers to the questions, and I have <br />enumerated these below here t~ saY these' are the <br />questions that need the answers.
