<br />I <br /> <br />this red line. That is the calculated flood <br />plain which can be determined by engineering <br />calculations. Once that land is acquired then <br />that land would be converted to a public park so <br />that if and when the river flooded and we're <br />sure it will from time to time, all the land <br />that is flooded, is public park .arid open space <br />land. No private damage occurs to any adjacent <br />private property, there is no encroachment on <br />private property, only a public park is flooded. <br /> <br />Now the diversion works, we would have to <br />have diversion works built at the north end of <br />the project downward which would be in the vic- <br />inity of the south boundary of Columbine Valley. <br /> <br />In other words. the proposal is to convert <br />this land which is about 400 to 450 acres to <br />public park and then proceed with the river <br />channel as has been proposed from here north. <br />There would be diversion works necessary to be <br />constructed right here in order to get the flood <br />plain back in the channel as it is vuilt. <br /> <br />I <br /> <br />Now, to finance this proposal the City of <br />Littleton proposes four different funding <br />sources. The first of these would ve to have <br />the state proceed to buy the land within the <br />channel right-of-way as has been outlined here, <br />from Columbine Valley south to 1-470, that land <br />area amounts to 94 acres. We would say to the <br />state, 'Go ahead and buy that land.' To buy the <br />land adjacent to the flood plain we would ask <br />the Corps of Engineers to divert the money that <br />they are going to spend to dig the channel into <br />the money that would be used for land acquisition. <br />That still leaves the matter of fact that it <br />doesn't pay the full cost, but we are proposing <br />that that local share be funded from a few <br />sources. The first would be either the Bureau of <br />Outdoor Recreation or the Department of Housing <br />and Urban Development through an existing grant <br />program and the second source would be through <br />the City of Littleton through what revenue pro- <br />ducing capacity it has to pay the local share. <br />In other words, we are not asking the state to <br />
