<br />(l.':J1:j <br /> <br />any public official in the year 1971 would state <br />that there is only one course of action open to <br />the government and that all other courses of <br />action are out unless they can be fully explored. <br />We feel that this concern is shared by a number <br />of environment and ecology groups. We feel right- <br />fully or wrongly that the alternatives have not <br />been explored. We would ask that these alter- <br />natives be explored if they are at all possible. <br />We feel also that any alternative must include <br />all of the factors that we mentioned earlier - <br />flood control in addition to the other concerns <br />of the City. <br /> <br />Now, the City also feels that it is unfair <br />to ask either the state or the federal govern- <br />ment to spend any more for this project than has <br />been originally approved. Herein comes the rub. <br />Like all environmentally related issues, somebody <br />has to pay the bill. An issue can be strained to <br />death without successful resolution unless some- <br />one comes forward with a dollar commitment say- <br />ing, 'We are prepared to pay the cost and have <br />the environment preserved.' <br /> <br />\ <br /> <br />I <br /> <br />The City Council of Littleton is prepared <br />to present that alternative and one which it <br />believes will meet the environmental concerns <br />and yet satisfy the criteria presented by the <br />Corps of Engineers and the State. Specifically, <br />let me go into that alternative and we would <br />ask your very serious consideration of it. The <br />first proposal, and it should be clearly pointed <br />out, is that the City's proposal deals only with <br />the few miles stretch of the river starting at <br />Columbine Valley going south to Interstate 470. <br />It is only these few miles section of the river <br />to this point that we are talking about. We are I <br />not talking about the balance of the six-mile <br />project. We hoped to make that very clear at the <br />outset. <br /> <br />Okay, the proposal is as follows. One, that <br />public agencies acquire all the flood plains as <br />defined by the Corps of Engineers as being within <br />
