1..L:::;I""i'

would like to present a position paper prepared
by the City to explain the kind of concept that
we feel is a viable alternative to the channel-
ization that has been proposed. We would like
to pass these out and if you would like to read
along with me we can go throug it in some con-
siderable detail.

Let me state at the outset, that it is the
position of the City of Littleton that the
expenditure of $3,000,000 in federal funds is
going to have a drastic change, in effect, the
drastic change on the river valley. Some of the
changes are obvious. The question of the channel-
ization this morning - we feel there are many
other side implications that have not yet been
taken into account which need to be considered.
As the mayor indicated, we feel that the money
could perhaps be better spent so that it covers
not only the flooding needs, but also aids the
surrounding communities in many other depart-
ments.

The historical development of the City of
Littleton centers on the South Platte River. The
town site was originally laid out because it was
a good location for a water powered grain milling
operation in the community. At the turn of the
century, the South Platte, and particularly a
section known as Bowles Grove, was a popular
spot for picnickers Who commuted out from Denver
to take advantage of the natural areas. The
river today is treated as Littleton's 'backyard'.
It includes not only the 26,000 people residing
within the City of Littleton, but we feel that
50 to 100,000 people in the western end of
Arapahoe County. Any changes made in the river
valley we feel need to take into consideration
the needs of the those people as well as the
flood control needs.

In preparing this position paper, the City
Council was aware that there were many factors
that needed to be looked at. The first of these
is the flooding possibility which has been
clearly pointed out by the members of the board

I

I
