<br />1..L:::;I""i' <br /> <br />would like to present a position paper prepared <br />by the City to explain the kind of concept that <br />we feel is a viable alternative to the channel- <br />ization that has been proposed. We would like <br />to pass these out and if you would like to read <br />along with me we can go throug it in some con- <br />siderable detail. <br /> <br />Let me state at the outset, that it is the <br />position of the City of Littleton that the <br />expenditure of $3,000,000 in federal funds is <br />going to have a drastic change, in effect, the <br />drastic change on the river valley. Some of the <br />changes are obvious. The question of the channel- <br />ization this morning - we feel there are many <br />other side implications that have not yet been <br />taken into account which need to be considered. <br />As the mayor indicated, we feel that the money <br />could perhaps be better spent so that it covers <br />not only the flooding needs, but also aids the <br />surrounding communities in many other depart- <br />ments. <br /> <br />The historical development of the City of <br />Littleton centers on the South Platte River. The <br />town site was originally laid out because it was <br />a good location for a water powered grain milling <br />operation in the community. At the turn of the <br />century, the South Platte, and particularly a <br />section known as Bowles Grove, was a popular <br />spot for picnickers Who commuted out from Denver <br />to take advantage of the natural areas. The <br />river today is treated as Littleton's 'backyard'. <br />It includes not only the 26,000 people residing <br />within the City of Littleton, but we feel that <br />50 to 100,000 people in the western end of <br />Arapahoe County. Any changes made in the river <br />valley we feel need to take into consideration <br />the needs of the those people as well as the <br />flood control needs. <br /> <br />In preparing this position paper, the City <br />Council was aware that there were many factors <br />that needed to be looked at.
