<br />I <br /> <br />If we have notice of anyone's concern about any of these. the staff of <br />our board and the staff of the Division of wildlife will accommodate <br />meetings at any place, with sufficient notice. to discuss the stream- <br />flow recommendations. That is the purpose of the preliminary recom- <br />mendations. In many cases. we have found that these conferences are <br />extremely worthwhile. We have made changes in the recolnmendations as <br />a result of those conferences, and better understanding has resulted <br />with the water users. We think the success of the whole minimum stream- <br />flow program is based. to a large extent, on the people of this state. <br />particularly the water users. understanding what we have to do. <br /> <br />At the same time, we must make every attempt to insure that we are not <br />destroying the right to use the water resources of this state. We are <br />willing to go to any reasonable length to accommodate the desires of <br />the water users. These conferences that Mr. Robbins' has mentioned <br />have been extremely helpful. We want to continue to do that as long as <br />those changes are reasonable and will accommodate both the minimum <br />streamflows and the water users.' <br /> <br />Our problem is in determining where the problems arise. We have to <br />know about them before we can solve them. <br /> <br />MR. SIMPSON: I am Larry Simpson. Has Division I been discussed with <br />the city of Fort Collins and the City of Greeley and the Cache La <br />poudre Water Users Association? <br /> <br />MR. KROEGER: Duane, will you answer that. please? <br /> <br />MR. HELTON: We sent a copy of the preliminary recommendations to Mr. <br />Ward Fisher. representing the Cache La poudre Water Users Association. <br />I talked to him on the telephone, and I said, "If you have some con- <br />cerns, let me know. And if 'you don't have any concerns and you don't <br />let me know, we will go ahead and send them as preliminary." We haven't <br />had any comment. <br /> <br />MR. VANDEMOER: Let me add that the city of Fort Collins was also <br />informed. <br /> <br />MR. SPARKS: We have made a specific point of trying to inform people <br />that we think might be affected by these decrees, county commissioners, <br />and water conservancy districts. We maintain a file of the parties to <br />whom the notices are mailed. That doesn't mean th'at we are perfect. <br />There are just too many water users. In some cases we may overlook <br />someone that might be directly interested. But we send the information <br />~ to all the major water conservancy districts and the county commissioners <br />in hopes that if we do miss some water users that they are represented <br />by some official body. We do the best we can. and we maintain a file <br />as to whom they are sent to. <br /> <br />.- <br /> <br />MR. KROEGER: Apparently, the system has worked much better since we <br />came up with the preliminary recommendations and then approved this <br />at a later time. <br /> <br />I understand that the action this board is expected to take today is <br /> <br />-31- <br />
