to meet with the Colorado Division of Wildlife, the state Water Board,
and the Eagle County Commissioners, whose office I have talked to.
They were not able to be here today because of a meeting of the County
Commissioners in COlorado Springs.

But I would also like to inquire if we might have at that meeting-'-
that it be set up. say, among the staff and have a representative -of
the Division of Parks--as I recall, Parks also has input into a pro-
posal for appropriations in the stream. And, Mr. Vice-Chairman. we
would like to pursue it that way and would like to meet in the interim
with the staff of the State Board, Division of wildlife. and Parks.
and the Eagle County Commissioners or their appointees, if we may.

MR. KROEGER: Mr. Kochman. do you have any comment?

MR. KOCHMAN: Yes. please.

My name is Ed Kochman, representing the Division of wildlife.

Earlier, I did have the opportunity to talk to Mr. Bob Fischer. with
the Denver Water Department. and just now with Mr. Rollie Fischer.
Based on the concern of both the Denver Water Department and Mr. Fischer,
the Division of Wildlife would recommend, based on the concurrence of
the Board, that the preliminary recommendations be deferred at this
time, and with the staff of the Water Conservation Board and the Divi-
sion of Parks and Recreation, we would meet at their convenience with
the Eagle county Commissioners and the Denver Water Department to
discuss it.

MR. ROBBINS: When you say that you want to have them deferred. Mr.
Kochman, do you mean to the next meeting or past the next meeting sO
at the, next meeting they would not be final?

MR. KOCHMAN: My recommendation would be to have them deferred until
the next meeting.

MR. ROBBINS: As preliminary at the next meeting?

MR. KOCHMAN: That is correct.

MR. ROBBINS: While I have the forum, Mr. Chairman. I would like to
commend Mr. Kochman and Mr. Helton for the work they have been doing
in going out into the communities and discussing with the water users
and concerned interest groups in these various areas and talking with
them about the proposed preliminary recommendations and taking into I
account their concerns and making suggested changes in the recommenda-
tions. It has been most helpful to me as a Board member. I have
been concerned about the problem. And I would just like to recognize
both of them.

MR. SPARKS: I would like to add to that, Mr. Chairman. that the reason
the Board adopted the system of making preliminary recommendations is
to afford everyone an ample opportunity to discuss the minimum stream-
flow recommendations and lake levels.
