<br />I <br /> <br />I <br /> <br />The rates. when we first started, were about $3 a month. They raised <br />them six months ago to $8 a month. We are projecting that they will <br />have to go to at least $12 a month for the water usage. <br /> <br />They are on a septic system down there for their sewage. We have pro- <br />posals out to also replace and put in a sewage treatment system combined <br />with the other two units in the area. The sewer system doesn't do <br />them any good if they don't have water. so the number one priority is <br />to get water; and. in the priority scheduling. number one is to get <br />potable water, chlorinated water, and water treated for their usage. <br />The past summer. they were down to less than 20 gallons per person in <br />the town, because their supply source had deteriorated through lack of <br />maintenance. with improvement on their collection system,they can <br />come back up to a reasonable 80 to a hundred gallons per capita per day. <br /> <br />We have broken the scheduled funds down into priorities. As I men- <br />tioned, the number one priority is to get the turbidity and the bac- <br />teria out of the flows and to put in some small collection dams and <br />tap into the springs that they have used in the past. <br /> <br />The number two priority then is to go ahead with the meters with the <br />inter-loop within the town and move a storage facility that they have <br />in the center of town that serves about ten people, move it up to a <br />higher elevation so it will serve the total community. The particular <br />storage we are talking about is an old steam engine water and storage <br />tank that would give the town about a five-day storage capacity. They <br />have 225,000 gallons of storage up on their watershed. so to speak. <br />which they, themselves, capitalized over a period of years and put in <br />themselves. They have another storage tank of about a hundred and <br />forty thousand gallons about a mile upstream, which they also put in <br />with their own funds. donating their own time and SO forth to do it. <br />They have come to the point of deterioration on the system that this <br />donated work is no longer feasible for them. They need immediate <br />things, and they just don't have the funds to do it., <br /> <br />I believe that one more factor down there is a hidden growth. because <br />they are starting strip mining in Huerfano county for coal. You have <br />all heard of the coal slurry pipeline and the major railroad system <br />through Trinidad. In talking to a real estate man about two weeks ago, <br />he said that Trindad did not have any housing available because the <br />railroads were moving in regional quarters into Trindad. This was <br />absolutely news to me. But this type of thing will impact that area, <br />and Starkville sitting the way it is is a nice small community. It <br />has a limited growth, due to the city limits area, but they will have <br />to serve upstream of their system, because they are doing that now on <br />the system. <br /> <br />It is set in a very nice valley, and the people are aware of this <br />potential that they do have. And it is coming onto them regardless <br />of what they do. <br /> <br />MR. KROEGER: Are there any questions from the Board. (NO response.) <br />Any questions from anybody else in the audience?
