HALLMARK: Basel Hallmark, with Donald Sutherland and Associates, <br />speaking for the Starkville people. They must have had car trouble <br />or something. <br /> <br />Growth in Starkville is minimal right now. We are detecting some <br />growth down there due to the new dam that was built within two miles <br />of the Town of Starkville. <br /> <br />I <br /> <br />Starkville is a community about a mile and a half south of Trinidad <br />on Raton Creek. It was an old mining community for coal mining and <br />got its name from the Starkville Mine, which has been closed. And at <br />the time the railroads built the collection for water, they put in the <br />water system for the town; and when the railroads eliminated their <br />steam engines, they pulle'd out of the town and donated the total system <br />to the community of Starkville. That is the inception of the Town of <br />Starkville. <br /> <br />TOday, they are suffering from non-water. We have very loW rainfall <br />in the area, from 8 minimum to about 15 inches a year. Having a collec- <br />tion on the Fischer Creek. most of the water comes from rainfall or <br />snow-melt on the back side of Fischer Peak. with the weather, the <br />springs go up and down and also the streamflows go up and down. So <br />when they have low rainfall periods', they have to rely on what sto.rage <br />they have built since they were incorporated. <br /> <br />They have not had the money to put in chlorination systems or treat- <br />ment systems to clean up the turbidity. Because of this, the State <br />Health Department has issued letters to them condemning their system <br />and. in fact, before this study started. had started action to totally <br />shut down the town.- <br /> <br />We have done the study and work on it. We had tried to get funding <br />before coming before this board through HUD and through the Economic <br />Development Administration. In both cases, we missed by just a couple <br />of points. We feel that, if we can get part of this funding, we can <br />go back to these agencies with better points' in their rating system <br />and gain the additional federal funding. <br /> <br />The system deficiencies are considerable. A lot of small lines, I <br />three-inch lines. They have something like II miles of collection <br />line to the town itself. In town. they have a three-inch cast iron <br />loop with some one-inch feeders off of this loop. They have no fire <br />protection whatsoever, no fire hydrants in the town. They used to <br />have meters. A lot of the meters are still in the vaults but, <br />through lack of maintenance because of the old-timers thinking, "Well, <br />heck, we can go with it and live with it," the new council has deci- <br />ded, "Yes, we want meters. We would like to have meters put into 'the <br />town so we know who is using the water and everybody pays- their fair <br />share. 11 <br /> <br />-24- <br />
