<br />WHEREAS, FEMA is presently drafting guidelines for the administration of Flood <br />Mitigation Assistance Fund which could negatively Colorado communities; and <br /> <br />WHEREAS, many of the new proposed policy changes will not be in the best interest of <br />Colorado and the western states; and <br /> <br />NOW THEREFORE, BE IT RESOLVED that the Colorado Water Conservation Board, <br />recognizing the need for reforms, opposes the Administration's new procedure for policy changes <br />where decisions and guidelines are generated solely in Washington D.C.; and <br /> <br />BE IT FURTHER RESOLVED that the Colorado Water Conservation Board calls for a <br />responsible approach to meeting the nation's goal of more responsive government programs <br />within current budget constraints. <br /> <br />CERTIFICATE <br /> <br />I certify that the foregoing is a true and correct copy of a resolution adopted by a majority <br />vote of the members of the Colorado Water Conservation Board in regular session assembled at <br />Lamar, Colorado, on the 7th day of September, 1995, at which a quorum was present. <br /> <br />Daries C.
