WHEREAS, FEMA is presently drafting guidelines for the administration of Flood
Mitigation Assistance Fund which could negatively Colorado communities; and

WHEREAS, many of the new proposed policy changes will not be in the best interest of
Colorado and the western states; and

NOW THEREFORE, BE IT RESOLVED that the Colorado Water Conservation Board,
recognizing the need for reforms, opposes the Administration's new procedure for policy changes
where decisions and guidelines are generated solely in Washington D.C.; and

BE IT FURTHER RESOLVED that the Colorado Water Conservation Board calls for a
responsible approach to meeting the nation's goal of more responsive government programs
within current budget constraints.
