CWCB <br /> <br />TO: Members, CWCB <br /> <br />FROM: John Van Sciver <br /> <br />DATE: August 28, 1995 <br /> <br />SUBJECT: Agenda Item 7.a.l, September 7-8, 1995, Board Meeting-- <br />Arkansas Ground Water Users Association (AGUA) <br />Approval of a Construction Fund Loan in amount of $25,000 to Conduct a <br />Feasibility Study. <br /> <br />BACKGROUND <br /> <br />. ... <br /> <br />AGUA, headquartered in Manzanola Colorado, has submitted an application for a loan to fund <br />a feasibility study. The purpose of the study would be to evaluate alternatives for a substitute <br />supply plan that would allow the Association's members to continue to use their wells which <br />draw from aquifers tributary to the Arkansas River. They have requested $25,000 (at 5.5% <br />interest, 30 years), which is 33% of the estimated cost of the study. <br /> <br />AGUA is a relatively new welI owners association, established in March 1994. It was formed <br />to provide augmentation water for well users generally above John Martin Reservoir, in response <br />the outcome of litigation between Colorado and Kansas. <br /> <br />DISCUSSION <br /> <br />This application is similar to applications previously considered by the Board for LA WMA and <br />for CWPDA. <br /> <br />AGUA is operating in a geographic area which can be served by two other well owners groups <br />(Colorado Water ProteCtive and Development Association (CWPDA), and the Southeastern <br />Colorado Water Enterprise). The members of AGUA feel that they will be better off with their <br />own augmentation plan, but do recognize. that their membership could defect to another <br />organization. <br />
