<br />e <br /> <br />. <br /> <br />e <br /> <br />COLORADO WATER CONSERVATION BOARD <br />721 State Centennial Building <br />I3 I3 Sherman Street <br />Denver, Colorado 80203 <br /> <br />September 7, 1995 <br /> <br />WHEREAS, the Colorado Water Conservation Board has a duty "to devise and formulate <br />methods, means, and plans for bringing about the greater utilization of the waters of the state <br />and the prevention of flood damages therefrom"; and <br /> <br />WHEREAS, the Colorado Water Conservation Board has a duty "to cooperate with the <br />United States and the agencies thereof, and with other states for the purpose of bringing about <br />the greater utilization of the waters of the state of Colorado and the prevention of flood damages; <br />and <br /> <br />WHEREAS, the Colorado Water Conservation Board is the designated state coordinating <br />agency for the National Flood Insurance Program (NFIP) and the implements many of its <br />objectives; and <br /> <br />WHEREAS, the Clinton Administration has announced a change in the management of <br />the federal government under the theme of "Reinvention of the Federal Government (and its <br />agencies)"; and <br /> <br />WHEREAS, many of the proposed changes in individual agencies are being made without <br />discussions with states and local governments (CLOSED DOOR APPROACH), and may <br />adversely impact the operations of state and local govemment programs and projects; and <br /> <br />WHEREAS, the new policies within many of the federal agencies would limit federal <br />participation in important state projects; and <br /> <br />WHEREAS, the Administration has announced a substantial change with respect to the <br />U.S. Army Corps of Engineers flood control Md flood protection policies; and <br /> <br />WHEREAS, the new Corps of Engineer's policy would limit federal participation to <br />projects where more than 50% of the floodwaters originated from outside the boundaries of a <br />state and would require projects to have a benefit/cost ratio of greater than two-to-one; and <br /> <br />WHEREAS, the Natural Resources Conservation Service, formerly the Soil Conservation <br />Service, has restructured many of its programs, thereby greatly reducing the assistance which they <br />previously provided to communities, farmers, and ranchers; and <br /> <br />WHEREAS, the Federal Management Emergency Service ( FEMA) has recent drafted new <br />agency guidelines which include changes in the administration of the National Flood Insurance <br />Program; and <br />
