CWCB

TO: Colorado Water Conservation Board Members

FROM: Larry Lang

DATE: August 28, 1995

SUBJECT: Agenda Item 6, September 7-8, 1995, Board Meeting--
Proposed Resolution of the Colorado Water Conservation Board concerning federal
agency's policy and program changes

Staff has prepared the attached resolution for consideration by the Board regarding
changes in federal programs. Most of these changes are implemented through agency guidelines.
that are prepared in compliance with directives of the Clinton Administration, Staff is concerned
that some of the changes may be detrimental to Colorado's interests. By the adoption of the
attached resolution or similar wording, the Director and his staff can better communicate with
federal agency officials and our congressional delegation regarding Colorado's needs.

This action will complement recent action by the Western States Water Council and other
national organizations who share some of our concerns about the impact of these changes.

Staff Recommendations

The staff requests that the Board consider approval of the attached resolution.
