.

.

.

.

Agenda Item 4a,b,c,d
May 12, 1995
Page Five

approximate information that was previously designated by the CWCB but which
does not meet the CWCB's current technical standards for approximate
information. That approximate information was reviewed. As was the case on the
White River, new analyses were performed by the CWCB.

Most of the reach within unincorporated Mesa County was not previously. For
approximately 20 of the 22 stream miles in Mesa County the CWCB performed
new analyses to delineate the flood boundaries. Near the downstream limit of
study, in the vicinity of the confluence with the Colorado River, there was existing
detailed information for approximately 2 stream miles. For approximately 1.5
stream miles there was detailed information from a report prepared by the Corps
of Engineers. For the final 0.5 mile there is detailed information from the FEMA
study for unincorporated Mesa County. All of this detailed information was
previously designated by the eWCB. It was used to generate approximate
information for Volume III.

The designation of this report will make the most current and most technically
acceptable approximate floodplain information legally available to Delta County
and Mesa County. It will not conflict with the previous designation of detailed
information for Delta County, the City of Delta and Mesa County. It will,
however, supersede the previous designation of approximate information for Delta
County, for the Gunnison River only.

Item 4d

FPR 95-404 - Floodplain Information Report, Colorado River Mainstem from
Rifle to the Utah Stateline, Volume IV

Volume IV includes approximately 36 stream miles from Rifle to the upstream end
of DeBeque Canyon that have already been studied in detail by the Corps of
Engineers but which have not been designated by the CWCB. When it is
designated by the CWCB, that information will supersede the currently designated
detailed FEMA information for the City of Rifle. It will be consistent with the
currently designated detailed FEMA information for the Town of Parachute. That
detailed information from the Corps of Engineers was used to develop approximate
information for Volume IV.

There was no existing information, approximate or detailed, for the reach in
DeBeque Canyon (approximately 12 stream miles). It was studied by the CWCB
using new hydrologic and hydraulic analyses. Starting at the downstream end of
DeBeque Canyon is another reach of approximately 28 miles from Palisade to
Fruita that has been studied in detail by FEMA and which has been designated by
