Agenda Item 4a,b,c,d
May 12, 1995
Page Four

Item 4b

FPR 95-402 - Floodplain InforftUItion Report, White River from Rio Blanco
Lake to the Utah-Colorado State Line, Volume II

Volume II includes a 5.5 mile reach of the White River in the vicinity of the
Town of Rangely that has already been studied in detail by the Federal Emergency
Management Agency (FEMA). Almost all of the remainder of the study reach has
been mapped by FEMA by approximate means. Unfortunately FEMA did not use
techniques that meet CWCB technical criteria, so the CWCB had to restudy the
segments upstream (33 stream miles) and downstream (14 stream miles) of the
detailed segment around Rangely

Portions of the detailed reach are within the corporate limits of the town, but the
majority of the reach is in unincorporated Rio Blanco
County. The portion in Rangely has been designated by the CWCB, but the
portion in the county has not. Volume II includes approximate information that
is consistent with the designated detailed information for the Town of Rangely and
with the undesignated detailed information for Rio Blanco County.

For the portions of the study reach both upstream and downstream of the detailed
segment, the FEMA approximate information was examined. Because of the
technical deficiencies of the FEMA approximate information, that portion of
Volume II is based on new hydrologic and hydraulic analyses. The designation
of this report will make the most current and most technically acceptable
approximate floodplain information legally available to Rio Blanco County. It will
not conflict with the previous designation of detailed information for the Town of
Rangely and with the future designation of detailed information for Rio Blanco
County.

Item 4c

FPR 95-403 - Floodplain Information Report, Gunnison River from Delta to the
Confluence with the ColoradQ River, Volume III

The upstream limit of study for Volume III is within the City of Delta. For
approximately 5.5 miles Volume III includes approximate information that is
consistent with detailed information prepared by FEMA for the City of Delta and
for Delta County and designated by the CWCB.

For the reach of the Gunnison River in Delta County downstream of the the
detailed information (approximately 16 stream miles) there is existing FEMA

f

f

e

e

e
