Agenda Item 4a,b,c,d
May 12, 1995
Page Six

e

the CWCB. That FEMA detailed information was used to develop approximate
information from Palisade to Fruita. Downstream ofFruita there was no existing
floodplain information, so new analyses were performed by the CWCB for the
final 17 stream miles.

The designation of this report will make the new approximate floodplain
information legally available to Garfield County, the City of Rifle and Mesa
County. Although much of that approximate information is based on the detailed
information from the Corps of Engineers, the designation action will not make that
detailed information legally available. It will only designate an approximate form
of that information. The designation action will not conflict with the previous
designation of detailed information for the Town of Parachute, the Town of
Palisade, the City of Grand Junction, the Town of Fruita and Mesa County and
with the future designation of detailed information for Garfield County, the City
of Rifle, Mesa County and the Town of DeBeque. It will also make legally
available to the City of Rifle approximate floodplain information that is not
consistent with the current detailed FEMA information for the city. That apparent
conflict will be taken care of when the Corps of Engineers information is
designated by the CWCB, to supersede the FEMA information.

e

RECOMMENDATIONS

The approximate floodplain information contained in the 4-volwne study described
above is ready for designation and approval action by the Board. The notification requirements
described in Rule 9.D.2 have been met. The staff recommends that the 4 floodplain resolutions
be discussed and acted upon. A "Proposed Motion" is presented below:

Proposed Motion

The Board, having reviewed the Board memorandwn summarizing the proposed
Floodplain Resolutions, now moves as follows: to approve and designate as approximate 100-year
floodplains the information presented in the subject reports for FPR Nos. 95-401, 95-402,95-403
and 95-404.

Motion By
Second By
For
Against

.
