<br />Water Source: South Platte River <br />Terms of Loan: $94,500@2.75% for 30-years <br /> <br />Project Yield: 6,650 acre-feet <br />Project Type: Augmentation/Diversion <br /> <br />. <br /> <br />The Low Line Ditch Company operates the Lowline Ditch for delivery of irrigation water within a 2,070-acre <br />service area. The headgate for the ditch is located in Logan County, at the Town of Sterling. This project includes <br />construction of 4 augmentation ponds and drilling one augmentation well to generate augmentation credits to cover <br />depletions for 13 irrigation wells used by stockholders of the Company. Additionally the Ditch Company is rehabilitating <br />their diversion structure on the South Platte to include new gates, walk platform, and concrete diversion walls. Brent <br />Nation, Nation Engineering Services is the design engineer. The diversion structure work has been completed and the <br />augmentation efforts are scheduled for completion in November of 2004. <br /> <br />5. Weld County Tri-Area Sanitation District - Regional Detention Pond <br /> <br />Authorization: <br />Water Source: <br />Terms of Loan: <br /> <br />HE 00-1419 <br />n/a <br />$2,200,000 @ 5.00% for 30-years <br /> <br />County: Weld - S. of Frederick <br />Project Yield: n/a <br />Project Type: Regional Detention Pond <br /> <br />The communities of Dacono, Frederick, Evanston, and Firestone have consistently experienced flooding problems <br />due to stonn runoff from irrigated farmlands and adjacent developments. These communities have suffered many recorded <br />flooding events, dating back to 1957, which caused in excess of $300,000 in flood related damages. With significant <br />population growth occurring within the District, the District cooperated in the development of the 1-25 Corridor Master <br />Drainage Plan. The master drainage plan recommended that the existing detention pond located on the south side of <br />Frederick be enlarged to a regional detention pond, to mitigate future flood damage to the surrounding communities. The <br />regional detention pond would encompass over 60 acres of land and store approximately 146 acre-feet of stormwater during <br />a 100-year event. The design has been completed by the Sears-Brown Group, and was bid in May of 2003. SEMA <br />Contractor was awarded the Bid and commenced construction in August of 2002. The Contractor is 95% complete with <br />the project and is currently working through punch list items. The Tri-Area Sanitation District received an additional . <br />$501,500 from the Board at the July 2003 Board meeting to cover construction overruns and costs associated with <br />obtaining an approved Letter of Map Amendment from the Federal Emergency Management Agency. The project is <br />anticipated to be complete by October of 2004. <br /> <br />6. Lake Henry Reservoir Company - Lake Henry Rehabilitation Project <br /> <br />Authorization: <br />Water Source: <br />Terms of Loan: <br /> <br />Construction Fund <br />Arkansas <br />$490,000 @ 4.25% for 30-years <br /> <br />County: Crowley - Near Ordway <br />Project Yield: 9,500 acre-feet <br />Project Type: Reservoir Rehabilitation <br /> <br />Lake Henry Reservoir is located approximately 5 miles northeast of Ordway and is filled by the Colorado Canal, which <br />diverts water from the Arkansas River. The existing dam was constructed in the early 1900's and was enlarged in 1951. The <br />existing reservoir is a Class 2 structure, 18-ft high, impounding approximately 9,500 acre-feet of water. Annual maintenance <br />and repair have been needed to keep the dam in operation and in compliance with the State Engineer's Office. The reservoir <br />has seepage problems and has no emergency spillway. The proposed improvements to the reservoir are the construction ofa <br />toe drain system and the construction of a new 400- ft. wide spillway to accommodate 50% of the Probable Maximum Flood <br />(PMF). Toe drain installation has been completed. The Company is currently working with the SEO's to resolve the fmal <br />design of the spillway structure. Spillway resolution and construction are scheduled to be complete in the fall of 2004. <br /> <br />7. Mildred Rothe - Rothe Augmentation Project <br /> <br />Authorization: <br />Water Source: <br /> <br />Construction Fund <br />South Platte Basin <br /> <br />Terms of Loan: $353,482 @ 2.5% for 30-years <br /> <br />County: Morgan - Weld <br />Project Yield: 4,800 acre-feet <br /> <br />Project Type: Well Augmentation <br /> <br />The Rothe's own and operate a 9,000 acre ranch near the Town of Orchard. This project involves the construction of . <br />several recharge wells, augmentation wells, recharge ponds and connecting pipeline. The project when complete will cover . <br />depletions for 17 irrigation wells. The project commenced construction in fall of2003 and is currently complete. The Rothe's <br />applied for additional funding due to cost overruns at the March 2004 in the amount of$25,977, which were approved. Project <br />substantial completion is scheduled for December of 2004. <br /> <br />24 <br />
