Other Studies (An evaluation of all previous studies to determine if additional information <br />is needed to complete the EI Paso County Water Master Plan. If necessary, this phase <br />shall include the completion of those studies. ) <br /> <br />. <br /> <br />8. Summarv and the Development of the CWMP (All work to this point shall be summarized <br />and If;1e Master Plan shall be developed. Development shall include recommendations to <br />implement iL) All recommendations shall consider demand management and water <br />conservation measures. Recommendations dealing with ground water resources shall be <br />approved by the Colorado State Engineers Office. <br /> <br />B. PROJECT GOAL <br /> <br />The intent of the EPCWA and the County is to assign the task of completing the preparation of the <br />CWMP and/or its various phases to the most qualified Finn(s). However, since finances for this work <br />are limited, the work will be assigned as funds become available. The funding for the project is a <br />combination of grant(s), EPCWA dues, and County funds (through the County Planning Department). <br />The goal is to complete the CWMP within the next five years or by the year 2004. The assignment of <br />work will be based on the Selection Criteria set forth in SECTION J. SELECTION CRITERIA. <br /> <br />C. SCOPE OF SERVICES <br /> <br />1. For each of the phases described in Section A above, the services provided by the successful <br />firrn(s) shall include the investigation and the accumulation of available records pertaining to <br />the subject; the application of this infonnation to EI Paso County's needs as stated in this RFP <br />and the development of the CWMP; the calculation and the detennination of possible <br />solutions and/or recommendations; the development of information, discussions and <br />conclusions; the presentation of recommendations to EPCWA; and, if applicable, the <br />detennination of estimated construction costs for improvements and estimated costs of other <br />related items. <br /> <br />. <br /> <br />2. DaIVERABlES: The results of the study, with conclusions and recommendations, shall be <br />presented in report fonn on 8 y," x 11" paper, printed on both sides, 3-hole punched and <br />bound in an appropriate 3.ring binder, with suitable report size drawings (not to exceed 11" x <br />17"). The report shall include at a minimum an executive summary and Table of Contents. <br />Fifty (50) copies of the bound report shall be provided. In addition, the report shall be provided <br />on 3 y," computer discs using Microsoft Word. For display purposes, three sets of the report <br />drawings shall be provided on 24"x36"(minimum size) sheets, with one set mounted on a <br />suilable backing. All drawing infonnation shall be in a GIS fonnat compatible with the County's <br />GIS system (current GIS system version is XXXXXXXX). <br /> <br />3. Prior to the initiation of activities, the selected Firm (Consultant) shall submit to the EPCWA an <br />ou1fine of their approach to the task and an estimated time frame for completion. The <br />successful Finn(s), selected to complete the preparation of the CWMP or possibly only various <br />phases, shall enter into a Professional Services Contract (copy attached) with the County to <br />provide the services outlined herein. <br /> <br />4. The Consultant(s) shall provide monthly progress reports to the EPCWA and the County <br />representative (or designated delegate) in writen and electronic format, one week prior to an <br />EPCWA meeting. Attendance at EPCWA meetings will be as required, with a minimum of <br />one-week notice prior to an EPCWA m~eting. The Consultant, when required to attend an <br />EPCWA monthly meeting (held the first Wednesday of the month) shall present an update <br />summary (verbal and written with xx copies) of their progress. Identification and resolution of <br />problems will occur in the monthly progress reports and/or the progress meetings. . <br />
