<br />915 <br /> <br />RES 0 L UTI 0 N <br />---------- <br /> <br />I <br /> <br />WHEREAS it appears probable that the proposed Cure- <br />canti Reservoir, a unit of the development comprehended <br />in the Colorado River Storage Project and Participating <br />Projects Act, is so situated and designed that water to be <br />impounded therein can be used, by a system of exchange, for <br />the irrigation of new lands and as a supplemental water sup- <br />ply for lands presently but inadequately irrigated in the <br />Upper Gunnison Basin; and <br /> <br />WHEREAS such proposed use will not interfere with the <br />primary functions of said reservoir, i.e., to provide hold- <br />over storage capacity to enable the Upper Basin States to <br />comply with the requirement of the Colorado River Compact <br />not to cause the flow of the Colorado River at Lee Ferry to <br />be depleted below an aggregate of 75,000,000 acre feet for <br />any period of ten ~onsecutive years, and to generate elec- <br />trict energy, but, on the contrary, can be coordinated com- <br />pletely with such primary uses, and thus enhance the feasi- <br />bility of said project, and <br /> <br />WHEREAS there is no indication that the United States <br />of America proposes or intends to initiate or to perfect any <br />rights to the use of water for storage, or otherwise, or by <br />means of said Curecanti Reservoir, for any of the beneficial <br />purposes for which the same is to be constructed, under the <br />applicable laws of the State of Colorado, and <br /> <br />WHEREAS the construction of the Curecanti Project to <br />perform the functions outlined in the Colorado River Stor- <br />age Project and Participating Projects Act, with firmly es- <br />tablished and decreed rights to the use of water for all <br />beneficial purposes to which water may be put in connection <br />with said Project, is of the greatest importance to the <br />State of Colorado as well as that portion of the State which <br />lies within the natural basin of the Colorado River, there- <br />fore; <br /> <br /> <br />BE AND IT IS HEREBY RESOLVED by the Board of Directors <br />of The Colorado River Water Conservation District and said <br />District and its agents, officials, attorneys and employees <br />shall forthwith, and as promptly as may be, in consonance <br />with sound engineering and legal principles and practices, <br />proceed, in the matter of said Curecanti Project, as follows: <br /> <br />(1) To make such studies, investigations and surveys <br />as may be proper and required or necessary to that end, and <br />
