The need for the improvements is a
result of the State Engineer's Office dam safety requirements. Smith Geotechnical, Inc. of Fort Collins
was retained by Woods Lake Mutual Water & Irrigation Company in 1998 to complete the construction
design plans and specifications. Barker Construction Company of Fort Collins commenced construction
in September of 1999 and is currently 90% complete. The Contractor has demobilized for the winter
and is scheduled to return in the April 2000 to complete the saddle dam, seeding, and fencing.

Excelsior IrrilZatinlZ Companv - Excelsior Ditch Rehabilitation

Authorization: SB 97-008 County: Pueblo - E of Pueblo
Water Source: Arkansas River Project Yield: 4,250 ac.ft.
Terms of Loan: $251,125 @ 3.75% for 30 yrs Project Type: Ditch Rehabilitation

This $335,000 project is the re-construction of approximately 2 miles of opeJ1 ditch, which has
previously been abandoned and farmed over. Also included in the project is the construction of several
pump stations for water delivery. The project is located in Pueblo County 10 miles east of Pueblo.
Project design was prepared by the Pueblo Office of the Natural Resource Conservation Service, Ralph
Adkins, P.E. of pueblo, Irrigation Engineering of Alamosa and Hendrooke Sprinklers ofFt. Water is diverted into the existing structure by means of a 600-
ft. long earthern/gravel embankment that extends aCross the Colorado River. Under its present
configuration, the earthern diversion dike is extremely vulnerable to seasonal flooding and is routinely
rebuilt on an annual basis. To eliminate this annual maintenance and environmental problem, the
selected improvement is to construct a new $175,000 concrete diversion and headgate structure
approximately 1000-ft. upstream of the existing diversion structure. The irrigation water would then be
conveyed in a 42" HDPE low head irrigation pipe filr approximately 940-ft. to the existing canal. The
project was designed by the NRCS Glenwood Springs office and the construction contract was awarded
to Meldor ConstrUction, Breckenridge, Colorado. Construction commenced in February 2000, and is
approximately 60% complete. The project is scheduled for completion in April of 2000.

Palisade.
