AI1 imaged documents are immediately e <br />available on-line to all staff of the DWR and the CWCB. Within the next year, the <br />documents will be available on-line on the Internet. <br /> <br />After historic documents are imaged, DWR will continue to image new <br />documents using available staff and operating funding. <br /> <br />Discussion <br /> <br />In the budget process for FYOI-02, DWR proposed a 3-year document imaging <br />program for all of the Division's historic surface water records. Imaging of ground water <br />documents (about 3 million pages) has been completed using funds from the Division's <br />Ground Water Management Fund (GWMF). However, no similar fund source was <br />available to image surface water documents. The Division requested that this three-year <br />program be largely funded from general funds. A portion of the first year request is to <br />purchase a scanner to image large-format documehts, including maps left over from the <br />ground water document imaging program; that portion was requested for GWMF <br />funding. When the request was considered by the Joint Budget Committee, they <br />designated that the portion of the request originally requested from the general fund <br />instead be funded by the CWCB Construction Fund. The JBC's decision for first year <br />funding does not absolutely set the funding source for years two and three. <br /> <br />Recommendation <br /> <br />Staff recommends that the Board request the General Assembly authorize <br />$212,000 from the Construction Fund to be ,appropriated to the Colorado Water <br />Conservation Board for allocation to the Division of Water Resources for the <br />continuation ofthe Division's surface water document imaging system. <br /> <br />e <br /> <br />.e <br />
