..

..

After these documents are imaged, they are linked to the corresponding records in
HydroBase, the central database of water data. AI1 imaged documents are immediately e
available on-line to all staff of the DWR and the CWCB. Within the next year, the
documents will be available on-line on the Internet.

After historic documents are imaged, DWR will continue to image new
documents using available staff and operating funding.

Discussion

In the budget process for FYOI-02, DWR proposed a 3-year document imaging
program for all of the Division's historic surface water records. Imaging of ground water
documents (about 3 million pages) has been completed using funds from the Division's
Ground Water Management Fund (GWMF). However, no similar fund source was
available to image surface water documents. The Division requested that this three-year
program be largely funded from general funds. A portion of the first year request is to
purchase a scanner to image large-format documehts, including maps left over from the
ground water document imaging program; that portion was requested for GWMF
funding. When the request was considered by the Joint Budget Committee, they
designated that the portion of the request originally requested from the general fund
instead be funded by the CWCB Construction Fund. The JBC's decision for first year
funding does not absolutely set the funding source for years two and three.

Recommendation

Staff recommends that the Board request the General Assembly authorize
$212,000 from the Construction Fund to be ,appropriated to the Colorado Water
Conservation Board for allocation to the Division of Water Resources for the
continuation ofthe Division's surface water document imaging system.

e

.e
