<br />MR;. VELEHRADSKY: <br /> <br />So this was the purpose of this revised <br />study. It was to take another look at Cherry <br />Creek to determine what should be done under <br />light of present day conditions to more effec- <br />tively control floods originating on Cherry <br />Creek. " <br /> <br />I <br /> <br />'''Mr. Sparks outlined the history of this. <br />The planning for Cherry Creek started in the <br />midforties. The project was authorized by the <br />Flood Control Act of 1941 and 1944. During <br />the midforties the planning for the Cherry <br />Creek project was initiated and construction <br />st~ted in the late forties. At that time it <br />was recommended by the Corps that the Castlewood <br />dam be deferred and then the spillway was de- <br />signed to discharge into Toll Gate Creek. <br /> <br />At that time the value of properties along <br />Toll Gate Creek was about seven hundred thousand <br />dollars. In 1958 we made a' survey of the value <br />of property along Toll Gate and Sand Creeks <br />which would. be affected by discharge through <br />the spillway and the value was about 7.8 million <br />dollars at that time. In 1968 another survey <br />was made as part of this study and the value <br />of properties had risen to over 86 million <br />dollars. We anticipate, .if the development <br />continues at the rate it has in the recent past, <br />that it could conceivably go up in the neighbor- <br />hood of 250 million dollars. <br /> <br />The '65 flood in the Denver area caused <br />a change in our hydrologic criteria. Prior to <br />1965, the design basis for the projects were <br />based on the flood over West Bijou Creek in <br />1935. The rai.nfall over Plum Creek and then <br />over Bijou Creek in June of 1965 caused the <br />Weather Bureau to make a re-analysis of their <br />studies for this area and as a result our run- <br />off factors have been increased. Based on that, <br />we made a hydrologic evaluation of Cherry Creek <br />reservoir. Based on this analysis it appears <br />that a maximum probable flood in the Cherry <br /> <br />I <br /> <br />-16- <br />
