'l'he Cherry Creek project was author- <br />ized back in the thirties. As part of the <br />authorized project, Castlewood dam which is on <br />Cherry Creek in Douglas County, some miles above <br />the existing Cherry Creek reservoir, was author- <br />ized. However, there did not appear to be <br />sufficient interest or sufficient reason at <br />that time to construct the Castlewood dam. At <br />Castlewood there was an old dam which was <br />washed away in some of the floods of many years <br />ago. <br /> <br />In any event, Cherry Creek reservoir was <br />constructed and it has served its purpose quite <br />well. However, as a part of the Cherry Creek <br />project a spillway was constructed which would <br />permit discharges of an excess of the capacity <br />of the Cherry Creek reservoir into Toll Gate <br />Creek, which is a tributary of Sand Creek. Now, <br />since the thirties there has been a tremendous <br />development in the Sand Creek-Toll Gate Creek <br />areas, particularly the City of Aurora. So <br />there is now considerable development right up <br />to the banks of Sand and Toll Gate Creeks. In <br />the thirties there was practically nothing <br />there but farmland and very, very few residences. <br />'l'he change of conditions has made it imperative <br />that the Corps take another look at the Cherry <br />Creek project with the purpose of now avoiding <br />any overflow in Toll Gate Creek which would be <br />disastrous to the City of Aurora and everything <br />downstream from there. <br /> <br />-15- <br />
