Colorado River Matters, Tour of the Lower Basin (added) (2:49 - 2:55 p.m.) <br /> <br />Jim Lochhead discussed a proposed tour of the lower basin states for about 40 <br />. people from Colorado from December 12-15, 1992. The tour would start at Las <br />Vegas and end near Los Angeles. It will be sponsored by the Metropolitan Water <br />District with presentations along the way by the USBR, Arizona, Palos Verde, <br />Imperial Valley, and others. Jennifer Gimbel co=ented on her previous experience <br />on this tour. <br /> <br />14d. Colorado River Matters, Colorado River Decision Support System* (2:55 - 2:58 p.m.) <br /> <br />David Harrison reported on the status of the CRDSS and that the consulting firm of <br />Dames and Moore with CADSWES had been selected by the advisory committee to <br />conduct the needs analysis and prepare the feasibility study report. A motion was <br />made by Harrison and seconded by Sheftel and Smith to ratify the decision to <br />contract with the selected firm. The motion passed by nnanimous (8-0) decision. <br /> <br />16. <br /> <br />Out-of-Basin Water Transfer Study (SB 92-87) (2:59 - 3:29 p.rn.) <br /> <br />e <br /> <br />Gene Jencsok' reviewed the terms of the scoping analysis authorized by the <br />Legislature in SB 92-87 and asked for direction from the Board. Discussion followed <br />by Martineau, Harrison, Jencsok, Lochhead, Eisel, Peter Evans, and We. A motion <br />was made by Harrison and seconded by Eisel to authorize staff to enter into a <br />contract with the Research Institute and the UCD group to the degree necessary for <br />them to take the steps outlined on the critical path prior to the November meeting <br />and to explore the potential value of this Board being involved in this. The motion <br />passes by unanimous (8-0) decision. <br /> <br />25c. <br /> <br />Endangered Fish Recovery Program, San Juan Recovery Program (added) <br />(3:29 - 4:16 p.rn.) . <br /> <br />Janice Sheftel recused herself from voting but remained available for co=ent. <br />Peter Evans reviewed several aspects of the Recovery Program including its three <br />purposes, the responsibilities and composition of the Biological Committee, the <br />Navajo Dam Operation Committee, various water rights, section 7 consultation, <br />funding contributions from Colorado, and four of his concerns. Sheftel co=ented <br />un her concerns and interpretation of the issues. The matter was discussed further <br />by Martineau, Grady McNeill, Sheftel, Evans, and Harrison.
