<br />" <br /> <br />34. North St. Vrain WIld and Scenic River Proposal. (4:16 - 4:29 p.rn.) <br /> <br />e <br /> <br />David Harrison reviewed the issues associated with the proposal. Comments were <br />made by David Smith. Steve Smith of Congressman David Skagg's office reported <br />on the status of HR 57. Discussion followed by Harrison, Smith, and Martineau. A <br />motion was made by Harrison and seconded by Lochhead not to oppose the solution <br />to the Wild and Scenic issues which have been raised on the North St Vrain. The <br />motion passed I1nllnimously (6-0). <br /> <br />25b. Endangered Fish Recovery Program, Yampa River Basin Studies (4:30.4:59 p.rn.) <br /> <br />Eric Kuhn, Colorado River Water Conservation District, reviewed the goals of the <br />Yampa River Basin Alternatives Feasibility Study of the conversion of Juniper Cross <br />Mountain Project water rights for instream flow purposes and distributed a 6 page <br />handout Ray Tenney, Project Engineer for the District, presented the results of the <br />study which narrowed 64 sites down to 5 sites and reviewed the preliminary <br />recommendations and the administrative process. Discussion of the issues followed <br />by Kuhn, Grady McNeill, Lochhead, Harrison,. Smith, Gene Jencsok, and Peter <br />Evans. There was consensus that this effort was headed in the right direction. <br /> <br />2Sa. Endangered Fish Recovery Program, Hatchery Feasibility Study. (4:59.5:35 p.rn.) e <br /> <br />Sue UppendahI, CWCB staff, referred the Board to the staff memo for background <br />information and mtroduced Bill Wimmer of URS Consultants who did the study. <br />Mr. Wimmer reviewed the study team, study objectives, work tasks, screening criteria, <br />and the final ranking of sites. Questions were asked by Lochhead, Grady McNeill, <br />Meyring, LiIe, Smith, and Martineau. Gene Jencsok requested guidance from the <br />Board on developing a state policy in coordination with DNR. Eddie Coachman, <br />State Aquatic Manager at DOW, commented on the study and the need for <br />constructing such a hatchery. Although there was no longer a quorum, there was <br />consensus to follow the staff recommendations in the memo. <br /> <br />35. Instream Flow Program: Piedra WIlderness Area Study. (5:35 - 5:47 p.rn.) <br /> <br />Kathy Foster, San Juan National Forest, requested that the Forest Service be <br />involved in formulating the development allowance concept Dan Merriman <br />reviewed the staff memo requesting authorization to continue to.work with the Forest <br />Service on this matter. Discussion followed by Martineau, LiIe, Merriman, <br />Lochhead, Kathy Foster, Peter Evans, and Smith.
