The District would also develop an Acreage Verification System (A VS) that will <br />allow it to present credible information to water users In both Kansas and Colorado concerning <br />the lands irrigated in the Trinidad Project. Absent abs~nt this information, it is unlikely that the <br />Operating Principles for the Trinidad Project will eve~ be amended. Changes are necessary to <br />make the project more efficient in utilizing the water allocated to Colorado under the Arkansas <br />River Compact. The PRWCD has currently paid for approximately 70 percent of the cost of this <br />A VS but needs financial assistance. <br /> <br />Water planning relationship: The Purgatoire River is a major tributary of the Arkansas River. <br />The Upper Purgatoire River Basin is undergoing majqr changes from the growth resulting from <br />the conversion of agricultural lands to recreational and retirement home development. This has <br />caused a proliferation of domestic wells and small water impoundments. The City of Trinidad is <br />also considering annexing land within the Trinidad Prpject service area that may result in the <br />construction of 1300 residences and a championship golf course. This growth is resulting in <br />numerous requests for water rights and land use information that the District is ill-equipped to <br />provide. The lawsuit has also substantially impacted the operations of the District. To address <br />issues raised in the lawsuit, verifiable information concerning the exact amount and location of <br />irrigated acres within the District needs to be provided. The basin is also the site of intensive <br />methane development. This development has created pumerous concerns and questions that are <br />often directed to the District by local citizens. <br /> <br />Water Planning and Finance <br /> <br />1. Diversion Structure Inventory <br /> <br />Grantee/Contractors: CWCB <br /> <br />Amount of request: $50,000 i <br />] <br />Product produced: An inventory of all the major irrigation diversion structures on the Arkansas <br />River and Rio Grande. The inventory would include type, size, and condition of each structure, <br />together with photo documentation, location, owner'~ name and address, water rights, and <br />replacement/repair cost estimate. . <br /> <br />Water planning relationship: The inventory would.be used to identify problems and market <br />loans to irrigators to make needed infrastructure improvements. <br /> <br />2. Sedimentation Study <br />Grantee/Contractor: Pueblo Board ofWateIiWorks <br />, <br />Amount of request: $64,000 . <br /> <br />Product produced: The Pueblo Board of Water Works is planning on undertaking a $128,075 <br />project to control erosion sediment past the confluence of Fountain Creek and the Arkansas <br />River. The sediment building up from the erosion is ~ausing water to negatively impact city <br />facilities, riparian habitat, and is changing the hydrolpgy of the river. <br /> <br />Water planning relationship: The sedimentation is~ues affecting the city also affect other parts <br />of the state.
