.

.

.

145

2. Diversion Structure Inventory -- We had hoped to begin the inventory this year, but this is
not feasible. As a result, we are requesting consent to reallocate these funds to the Central
Colorado Water Conservancy District to characterize groundwater movement and the effect
of surface and groundwater in the Box Elder Creek Basin in the South Platte River Basin
near Kersey. We intend to catch up on the inventory process in the next Fiscal Year.

Recommendation

Staff should reallocate funds for projects as proposed. Any additional changes should be brought to
the Board in May 2001.

B. FY 2002-2003 Requests

The following is a summary of the requests we have received from constituents and have
developed internally.

Statewide Water Planning

1. Statewide Water Planning

Grantee/Contractor: CWCB

Amount of request: $70,000

Product Produced: We will continue to update the eight water basin fact sheets that were
produced in 2000. This infonnation will be transferred to the Internet. We will begin linking the
infomlation electronically with the data sources. Additional products will continue to be
produced as by-products. We will continue to work to find partners to use and produce
information that will be used in statewide water planning initiatives.

Water planning relationship: The General Assembly has discussed the need for statewide
water planning every year and this need is expected to continue.

2. Groundwater Atlas

Grantee/Contractor: Colorado Geological Survey

Amount of request: $120,000

Product Produced: Work began on the atlas in 2000. A non-technical soft cover will be the first
product. An Internet-based ground water atlas covering the entire state will follow this. This will
lead to the production of a "smart" web-based atlas to complement existing and developing
Decision Support System tools.

Water planning relationship: Dependence on groundwater is increasing. Preparing the atlas
will allow the CWCB to coordinate the efforts of DWR; other DNR agencies, local groundwater
management districts and others to collect information make it available for local planning.

3. Purgatoire River

Grantee/Contractor: Purgatorie River Water Conservancy District

Amount of request: $35,000

Product Produced: Thc District's computer system is unable to handle the amounts of data and
infonnation that will be generated as a result of the canal loss studies and acreage identification
programs. The ability to handle this data is important because of the need to address the
